ORGANIZATIONAL CONTEXT
These jobs are found in large Field Offices with operations of high complexity. Job holders report to the Country or Deputy Country Director, or Head of Area Office P5/D1.
JOB PURPOSE
Lead and coordinate WFP’s response in the Field Office’s area of responsibility and ensure Field Office preparedness for timely response to contingencies in close coordination with Aden Area Office and key UN and NGO partners in Marib Governate. As the Head of the Field Office, the staff member will be expected to lead and manage a large WFP Field Office to ensure the effective and efficient management of human and financial resources and delivery of WFP programs and activities. A large emphasis is placed on building and maintaining relationships with local governments, UN agencies, donors, and other partners in the area to reinforce WFP’s visibility.
STANDARD MINIMUM QUALIFICATIONS
EDUCATION:
- Advanced University degree in Economics, International Development, Social Sciences, or other related fields, or First University degree with additional years (2 years) of related work experience and/or training/courses.
EXPERIENCE:
- At least 8 years of field experience via field rotations, working in a sub-office, or through field postings.
- Has developed, or supported in the development of, multi-discipline work plans to support the achievement of WFP strategic aims within a defined area.
- Has gained experience in field operations, preferably in a hardship duty station or emergency situation.
- Gained experience of analysing political situations, assessing risk accurately.
- Has gained experience managing mid-size financial budgets, and balancing multiple priorities effectively.
- Has experience leading a mid-size to large team to ensure the effective delivery of objectives.
- Participated in a vendor/government/ partner negotiation.
- Participated in an emergency operation/ development programme, preferably in a hardship duty station.
- Has experience with security co-ordination and compound management within a mid-size area.
LANGUAGE:
- Fluency (level C) in both oral and written communication in English
- Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
- Arabic would be beneficial as it is spoken locally
KEY ACCOUNTABILITIES (not all-inclusive)
1. Contribute to the development of Country strategies, policies and programmes to ensure that local needs inform country-wide and area-wide planning.
2. Support promotion and deployment of WFP’s corporate/CO initiatives, strategies and directions as outlined in the executive board-approved ICSP.
3. Hold accountability for effective management of WFP operations within the area of assignment to ensure timely and effective deployment of food assistance programmes In adherence to WFP's 'do no harm' and Protection principles.
4. Effectively manage the Field Office to ensure transparent and efficient people management and the continued development of a cohesive and high-performing team.
5. Ensure efficient use of financial resources for the achievement of set objectives and as opportunities permit, embrace the adoption and application of technology to augment and enhance the efficient delivery of assistance
6. Hold accountability for the security of WFP staff, operations, premises and assets in the Field Office to ensure that WFP security and safety standards are locally set and followed. Actively participate and contribute to the Area Security Management Team (ASMT).
7. Hold accountability for close collaboration with governments and other partners in identifying where assistance can be usefully employed at the local level and ensure provision of support and technical expertise for the planning, formulation and implementation of food assistance programmes, including advice on the context-specific transfer modalities (food, cash or vouchers) and activities.
8. Hold accountability for timely monitoring and evaluation activities and for accurate and comprehensive analysis and reports on WFP operations and performance to inform operational planning and decisions. And as required work with AO and CO counterparts to close open operational observations identified through call centre CFMs and TPM /WFP field monitoring visits.
9. Forge and nurture external partnerships to improve assistance packages, develop and sustain liaison with and inform of key changes in WFP operations including funding status to local government authorities, international and local NGOs, civil societies, UN agencies, donors, beneficiaries and other partners and media engaged in the field of food security.
10. Engage with beneficiaries, and inspect storage places and points where WFP commodities are received, in order to ensure compliance with WFP policies and that progress is made in the achievement of project objectives.
11. Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.

TERMS AND CONDITIONS
Mobility is and continues to be a core contractual requirement in WFP. This position is classified as "rotational" which means the incumbent shall be subject to the regular reassignment process. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.
WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
The selected candidate will be required to relocate to Marib, Yemen to take up this assignment.
