The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours' notice when a crisis occurs.
The purpose of a Logistics Technical Officer position is to contribute specific technical competencies to the logistics function. This position will normally not entail management responsibility of staff, but under certain circumstances, the job may entail management responsibility for a very limited number of staff at the assistant level. These circumstances can either be related to time-bound logistics or permanent but in scope limited administrative support. If supervision of technical or a wider range of staff is needed, the position of Team Leader is to be used.
Duties and responsibilities
Generic responsibilities
These responsibilities shall be the same for all positions with the same title. Details belong in the Work and Development plan.
Ensure adherence to NRC policies, handbooks, guidelines, SOP’s and donor requirements
Implement delegated logistic functions portfolio according to the Plan of Action
Conduct and follow up on daily operational logistic activities
Support the administration of resources so that deliverables are achieved within set budgets, timelines, and standards
Prepare and develop logistic reports as required by the Country/Area office
Support in the development of SOPs as requested
Ensure proper filing of all support documents
Promote and share ideas for improvement of the logistic function
Perform other job-related duties, as assigned by the Line Manager
Specific responsibilities
Receive and verify all procurement requests, dispatch within the Logistics team as per purchase location and agreed thresholds
Conduct procurement processes in line with applicable procedures and guidelines, prepare
and file all procurement documentation in a compliant manner
Organize and administer tender committees, keep minutes and records of all selection stages
Support the drafting and regular update of the Procurement Plans, advise on potential framework agreements or grouped procurement
Ensure follow-up of all requests with the procurement team, and provide regular updates to program, finance, and management teams
Register and keep track of all contracts and suppliers, ensuring timely and accurate updates of the dedicated tracking tools
Be the focal point for the follow-up and management of the Agresso Procurement system
Support the Logistics Coordinator in consolidating and reviewing the Logistics Monthly Report
Ensure follow-up of all assets in the SRO office, in line with applicable guidelines, and conduct regular inventory
Qualifications
Minimum 3 years experience working as a logistic officer in a humanitarian/recovery context
Previous experience from working in complex and volatile contexts
Documented results related to the position's responsibilities
Fluency in English and Arabic, both written and verbal
Experience in working on tender selection process and contracts preparation
Attention to detail and professional writing capacity
Knowledge of NGO and Donor procurement procedures
Very good computer skills in Microsoft Office (MS Excel, Word, and Outlook);
Strong communication and interpersonal skills;
