Job Description and Qualifications

POSITION SUMMARY

This position is based at the NEOM Green Hydrogen Site, working on 8 x 2-week, rotational assignment.

Reporting to the HIDC Construction Manager / HIDC Site Manager, the role of the Construction Superintendent is to provide guidance to the Contractor Site team to ensure all construction works are executed in accordance with the Project and Construction Execution Plans.

The incumbent is expected to have detailed knowledge of Construction and possess good knowledge of quality standards and EH&S.

NATURE AND SCOPE

The Hydrogen Innovation and Development Center (HIDC) is a Spearheading Project located in the Tabuk Province, Northwest Saudi Arabia. The HIDC includes Hydrogen production using Alkaline Water Electrolysis (AWE), Hydrogen Filling & Fuelling Station, Methanol Manufacturing and MTG Facilities.

Project Location: NEOM-HIDC, Northwest Saudi Arabia, near Tabuk city.

PRINCIPAL ACCOUNTABILITIES

  1. The successful execution of all the site construction works in accordance with the project schedule, cost and other KPIs.
  2. Accountable for ensuring of the planning of the construction activities, developing the construction schedule and ensuring it is being updated regularly.
  3. Accountable for managing the field general costs and protecting AP’s interests during construction stage, and Construction Change Order management.
  4. Accountable for construction troubleshooting and problem solving necessary to facilitate construction scope of work. E.g. working with engineering team to resolve technical queries; working with materials team to resolve material requirements/shortages.
  5. Develop overall coordination and co-operation of contractors in order to minimise interface problems.
  6. Ensure that effective coordination and communication exists between AP and Contractors.
  7. Ensure that all risks and significant environmental aspects are identified on site for all activities. Ensure that these risks are communicated to the appropriate contractors (records of communications should be retained).
  8. Ensure competent persons have retained and have reviewed copies of contractor’s risk assessments, work method statements, EH&S plan to ensure they meet the requirements of AP work practices.
  9. Ensure Contractors understand and embrace the AP JSA (job safety analysis) system and implement with their workforce.
  10. Ensure that Contractors have been made aware of their roles and responsibilities with regard to safe working procedures and that both Contractors and workers comply with any site rules which have been set out in the Worksite EH&S Plan and EH&S Instruction to Contractors.
  11. Ensure all work activities that are high risk are well planned and managed.
  12. Review and approve Risk Assessment Method Statements (RAMS) for all high-risk activities.
  13. The direct management of a team of Construction Supervisors and supporting services as defined in the project organisation chart.
  14. Maintain a strong and effective professional working relationship with the AP Project Management, Client, interfacing EPC’s, sub-contractors, and other stakeholders.
  15. Maintain an open and effective communication channel with the site project team, Site Project Manager, Site Manager and EH&S Manager.
  16. Represent the Company in meetings with the Client, interfacing EPC’s, sub-contractors, and other stakeholders. Lead meetings and record minutes of meetings as required.
  17. Coordinate with the Client at the Site.
  18. Support and promote the implementation of the Project Safety, Security and Quality plans.
  19. Support and promote the implementation of the Construction & Project Execution Plans.
  20. Provide strong leadership and coordination to ensure the site team is working effectively to achieve the project KPI’s. Identify and address risks and issues, escalating to the Site Project Manager and Site Manager as required.
  21. Provide leadership to ensure prompt prioritisation and coordination of all unforeseen issues at the site, escalating to the Site Manager, Site Project Manager as required.

  23. Ensuring site safety performance KPIs exceeds / meets to the standards set for project for all categories: LTI, Project to date TRIR, Year to Date TRIR etc.
  24. Ensuring Quality Performance Indicator [QPI]are met or exceeds for civil and structure part of project along with collaborative working with Project Quality Team.
  25. Ensuring all the latest drawing are followed at site along ensure all standards and specification are followed as per project CODE and Standards and ensure NCR /LBEs are not issued for civil and structure part and in case issued, to be closed on immediate basis.
  26. Ensure the L4 schedule of General Contractor is line with L3 and followed at site for civil and structure part of project. In case missed any dates as per base line schedule, develop a recovery plan from General Contractor to meet the milestone.
  27. Work with other discipline like Piping, Electrical, Instrument in collaborative way for the better visibility for subsequent activities and support for the overall project progress.
  28. Monitor day to day activities for the General Contractor and leading from front to perform with minimum punch or discrepancies and deviation from the drawings /standards and specification.
  29. Verification of executed work by General Contract along with support of Quantity Surveyor / Quality Inspector, Site Planner and other key members as per project directive and provide the feedback to concerned department.
  30. Ensure all the documents are being prepared and recorded along with the execution of project for the compilation of Project Dossier as per Project directive.
  31. Maintain all the 3rd party records for any activities associated with civil and structure, not limited to sampling and testing, 3rd party inspection, certification, necessary approvals etc
  32. Maintain healthy relation with other discipline, customers, and other stack holders and work collaboratively with other contractors on HIDC site for the interfaces.
  33. Ensure compliance for all the applicable Contract Clauses, Codes, Standards, Procedures, Work Instructions, Jobs aids and AP Specification for the civil and structure part of project.
  34. Hand over of civil and structure scope to other discipline / client as per drawings, PQP, Code and Stands in line with projective directives. Prepare the close out report for the civil and structure part of project along with project execution and handover to concerned department as per project directives.
  35. Construction superintendents monitor projects from planning to completion, including tasks such as budgeting and scheduling. They follow quality standards and ensure the safety and security of the construction site. A construction superintendent also communicates and negotiates with external partners, such as vendors and lawyers as per project directives.
  36. Ensure the job site remains safe, clean, and orderly and resolve on-site issues and emergencies

MINIMUM REQUIREMENTS AND QUALIFICATIONS

  • Degree or Diploma, in Engineering.
  • 15 years of experience in Construction on industrial gases, oil & gas or related industry projects which should be construction site based.
