JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full.

They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.

Key Accountabilities and Responsibilities

This job is based in Lahore, Punjab with frequent travel to the field. The job holder will report directly to the Head of Office or delegate at Punjab PO, with linkage to Strategic Obectives teams in the Country office. The incumbent will be responsible for carrying out the following tasks and responsibilities:

Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance.

Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.

Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained.

Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities.

Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.

Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.

Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.

Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials.

Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.

Technical overview and operationalization of WFP distributions at the provincial level, particularly cash-based transfers, and other modalities as required.

Focal point for starting and coordinating distributions in an emergency and recovery contexts, with the provincial office.

Other as required.

Additional Responsibilities

Coordinate with the Provincial Office (PO) and guide and motivate field staff on emergency or conditional response modalities in accordance with timelines.

Oversee and coordinate CPs, FSPs and similar stakeholders to ensure rapid and accountable response for correctly targeted beneficiaries.

Support stakeholders and provincial office, and if relevant liaise/coordinate directly with Financial Service Providers, cooperating partners, local authorities and all tasks related to field-level scale-up and implementation of distributions.

Guide and provide technical support to field staff on all aspects of emergency response.

Where applicable, ensure resource pipeline coordination and tracking, operational planning of food/cash, and detailed workplans and timelines together with relevant staff in POs.

Compile and draft adequate situation updates, project progress updates, tracking of distributions and similar together with relevant staff.

Analyze and compile distribution updates, and other statistics relevant to emergency response. Use analysis to measure and control distribution rates as appliable when conducting rapid emergency response.

Coordination with the Financial service providers and Cooperating Partners for effective and efficient delivery of cash and or food, and resolution of issues reported from the field.

Represent WFP in provincial-level working group and other forums as requested.

Work with functional areas for timely updating of WFP Minimum Preparedness Actions (MPA) online platform to ensure compliance with corporate requirements.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Language: Fluency (level C) in English language and proficiency in any of the local languages is desirable.

Experience: At least three years of relevant professional (managerial) experience related to national development programmes projects, policies, strategies or plans and institutional structures, public sector management, emergency assistance, agricultural insurance and/or diverse aspects of national, bilateral or multilateral food assistance.

REQUISITE KNOWLEDGE AND SKILLS

  • Familiarity with intervention modalities, programme and project lifecycle tools, implementation, monitoring, and evaluation desirable.
  • Strong analytical and problem-solving skills.
  • Demonstrated ability to produce high-quality written outputs and ability to present in English and the working language.
  • Ability to develop and maintain relationships with a variety of stakeholders, conveying an informed and professional demeanour toward internal and external partners and stakeholders.
  • Ability to work independently in a timely and organised manner.
  • Ability to work as part of a team, participating in open dialogues and valuing diverse opinions of others, regardless of gender, culture, background, experience, or country assignment.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Adequate professional experience in the development sector related to emergency distributions.
  • Adequate experience and technical knowledge of cash-based transfers and other modalities.
  • Excellent knowledge and implementation of project management and coordination tools.
  • Deep experience and technical knowledge of distribution modalities and overseeing/managing cooperating partners or service providers.
  • Excellent professional coordination, supervision, conflict resolution and liaising skills.
  • Multiple years’ experience coordinating or overseeing field-level activities.
  • Has deepened technical knowledge through exposure to technical teams.
  • Has taken leadership of implementing programmes.
  • Has provided input into policy discussions and decisions.
