HEALTH FIELD OFFICER

PURPOSE, SCOPE, AND IMPACT:

Working as part of the Health Team in Jordan and based within the Amman Delegation, the HFO-2 is one of the focal persons for the ICRC healthcare in detention (HCD) program in Jordan. In direct liaison with the Detention Doctor/Nurse, the HFO-2 will seek to strengthen the penitentiary healthcare system in Jordon to ensure that detainees receive timely, ethical, and effective health care services. S/he will provide medical and public health expertise to the delegation's detention visits and programmes (implementation of the assessment and subsequent structural/ institutional support for MoH/CRCD (Correctional and Rehabilitation Centres Directorate) and the GID (General Intelligent department). S/he is responsible to ensure operational and/or administrative support to the ICRC health programs and teams within the Amman Delegation.

RELATIONSHIPS

  • Reports to the detention doctor/nurse on general Health programme related issues and also has a functional reporting line to the ICRC detention doctor/nurse on healthcare in detention related tasks.
  • Based in Amman, the HFO-2 interacts and works in close collaboration with ICRC detention doctor/nurse and other Health and detention Programmes team members in areas of cross-cutting issues to ensure and strengthen the continuum of care.
  • Works in close collaboration and coordination with other ICRC departments (AMM and field) when required.

  • May be asked to perform tasks not covered in this job description, cover for other health field officers during their absence and to provide support to other departments when necessary

MAIN ACCOUNTABILITIES, DUTIES AND RESPONSIBILITIES

  1. Healthcare in Detention (HCD) programme support (80%)
  • Develops a good understanding of the HCD programme and the contextual distinctiveness of ICRC’s work in Jordan. Updates the ICRC teams regarding developments and contextual factors related to prison health services.
  • Develops and maintains a dialogue with all relevant health authorities, respective detaining authorities, other health institutions and actors (NGOs/INGOs) working in detention to ensure a sustainable coordination for health activities in detention.
  • Upon the guidance and request of the ICRC detention doctor/nurse and HCD specialist(s), organizes and follows-up on the planned HCD activities and provide the needed support to ensure adequate and timely implementation of the HCD Plan of Action.
  • Promotes medical ethics principles at the level of Ministries (Interior, Health).
  • Liaises with other ICRC departments, to ensure transversal and multi-disciplinary approaches in implementing HCD activities.
  • Under the supervision of the HCD doctor/nurse he/she:
    • Supports the MoH to develop/implement needed national/international guidelines for the health services in places of detention.
    • Supports the HCD unit in the MoH to organize the health services in places of detention: implementation of the A/m guidelines such as initial medical screening service, the management of the medical files of the detainees and improve data collection and reporting mechanisms between the health services in different places of detention and MoH.
    • Assesses the training needs of the health providers in places of detentions and design joint training programs (Moh and ICRC) to address these needs.
    • Develops needed training curricula and deliver HCD training sessions as required.
    • Organizes and facilitate ICRC HCD capacity building/RT activities such as seminars and workshops done for different stakeholders related to healthcare.
    • Supports the MoH in organizing regular technical trainings for CRCs’ health staff on topics related to health care in detention and other topics such as medical ethics, infection control and outbreak management, mental health and other clinical domains, in order to strengthen the staff’s skills and knowledge.
    • Supports the MoH to improve the management of HCD file and ensure their proper engagement in the supervision and follow up of PHCs at CRCs.
  • Explores the feasibility of developing short and long term HCD educational training programmes with potential partners and stakeholders (Jordanian Nursing Council, Academic institutions etc.).
  • Collects and collates monthly healthcare in detention activity data and enter it in the MAD DET database on a timely basis.
  • Follows up on all work-related correspondence with the relevant contacts and departments.
  • Produces the HCD programme ad-hoc reporting (MoM, position papers, trainings reports..etc) to be shared with relevant internal ICRC communication lines.
  • Contributes to the HCD programme internal (SitReps, WOR, QHTR, PfR, etc.) and external reporting as required.
  • Maintains appropriate filing and archiving system and updates the HCD programme documents in Team Space platform.
  1. HEALTH program operational and administration support (20%)
  • Liaises with other ICRC departments, to ensure transversal and multi-disciplinary approaches in implementing activities.
  • Coordinates with the HCD specialist(s) and Admin/LOG Officer regarding the supply system and assistance needed to support the health services in PoDs efficiently.
  • Follows up on correspondence with health authorities and PSD/CRCD and any other activities related correspondence.
  • In collaboration with the ICRC detention doctor/nurse and Admin/LOG Officer, ensures financial monitoring of the HCD programme and the supply system assistance needed to support the health services in places of detention (PoD).
  • Provides both oral and written ad-hoc translation for HCD programme documents from/to English and Arabic.

PROFESSIONAL EXPERINCE AND EDUCATION REQUIRED

  • Bachelor’s degree in medicine or nursing with a license to practice in Jordan.
  • Postgraduate master’s degree/ Diploma in Public Health and/or Health Management a strong asset.
  • Fluent in Arabic and English languages (both written and oral).
  • Qualification(s) in Advanced Life Support or emergency medical care and Basic Life Support desirable.
  • Experience in health aspects of humanitarian action and in Health program management from a Public Health perspective (2 years minimum).
  • Experience with the ICRC, the International Federation, or a National Society is an asset
  • Computer proficiency
  • Excellent communication skills (written and oral), analytical and negotiation skills
  • Good planning and analytical skills.

  • Strong teamwork skills and spirit.
