RI invests in four broad program sectors: Economic Opportunity, Education, Health, and Water, Sanitation and Hygiene (WASH). We design our programs to incorporate The RI Way: local participation, integrated programming, the development of civic skills, and partnerships including with local NGOs, governments, and the private sector.

RI supports solutions that reinforce and improve upon existing in-country systems. Where such systems do not exist or are chronically underperforming, RI’s crisis response lays the foundation for long-term, sustainable change.

Position Summary:

The GBV Coordinator will design and develop the foundations of the GBV specialized services interventions for RI in Syria, particularly will have a key role in building the team capacity on both response services such as case management and prevention activities implemented in the women and girls safe space (WGSS)/mobile protection units (MPUs)/protection spaces in health facilities and at community level, while ensuring culture and practice of high-quality GBV programming in emergencies.

ESSENTIAL RESPONSIBILITIES AND DUTIES

  • Coordinate closely with the hub-based protection managers on overseeing the implementation of the GBV program activities including management of the WGSS/MPUs/protection spaces in health facilities, and technical support to local partners.
  • Provide technical guidance, oversight and support to the GBV team in the provision of quality case management to ensure the needs of GBV-survivors are met in a timely and consistent manner and ensuring safe and ethical data monitoring.
  • Lead development and oversee implementation of community-based prevention activities to engage all community members including women, girls, men and boys in GBV prevention, response and risk mitigation.
  • Contribute to ongoing analyses of program and service delivery data for problem identification, program planning and advocacy purposes, and help identify trends and gaps in case management and service provision.
  • In coordination with the protection technical manager, develop and lead training of RI and partners GBV team in case management, GBV core concepts, GBV tools and resources and other topics based on the capacity building needs assessment and plan.
  • Based on the country and protection strategy, actively contribute to the creation and implementation of GBV strategy to meet the needs of GBV survivors in the target locations, and lead assessments to inform program priorities for assigned geographic locations. Proactively identify programme gaps and propose new activities and services to address them.
  • Support the Protection technical manager in developing GBV resources including manuals, structured and unstructured awareness raising sessions, and IEC materials and oversee implementation of GBV prevention activities to increase communities’ awareness, acceptance of and access to safe spaces and GBV services.
  • Support proper use of the M&E tools and systems and provide input on to track indicators to measure progress.
  • Support and supervise implementation and security of program databases according to global GBV standards.
  • In coordination with protection technical manager and technical health units, support integration between health and GBV response to ensure integrated, safe and confidential support to survivors.
  • Support/contribute to local partner capacity building plan for strengthening local partners’ capacity in technical GBV areas.
  • Direct support in GBV case management as needed.
  • Support the field-based teams in assessing the protection centers’ needs/gaps as well as regular community assessments (including safety audits).
  • Establishment of/updating the referral pathways for the catchment areas.
  • Provide technical support to protection monitoring activities to ensure quality data collection and analysis.
  • Coordination with PSS Coordinator in Amman for joint activities and support/capacity building.
  • In coordination with HR and hub-based protection coordinators, recruit GBV staff and work with supervisors to ensure Performance Management Plan for all staff is in place and followed up regularly.
  • In coordination with the protection manager, review the function of the GBV staff at the field level and advise on changes/adaptation as needed.
  • Support the protection program adviser in ensuring work plans are followed and targets are met.
  • Ensure GBV staff understand and adhere to RI Way and GBV and best-practice principles, including strict adherence to confidentiality.
  • Contribute to the internal and external progress reports as well as development of concept notes and proposals, ensuring respect of deadlines.
  • Participate in all grant opening, mid-term and closing meetings, and ensure compliance with donor regulations during implementation of projects in close coordination with the protection manager. Participate in technical coordination meetings as requested by the line manager.
  • Any other task assigned by the line manager

  • Uphold and promote RI’s commitment to ensuring the safeguarding and safety of the vulnerable communities we serve.
  • Consistent with RI’s safeguarding and protection policies, ensure all people who come into contact with Relief International are as safe as possible.

Qualifications & requirements:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or competency required.

  • Minimum of 3-4 years’ experience in the field of gender-based violence response with supervisory responsibilities, preferably working with conflict affected populations
  • At least 2 years’ experience working directly on women’s rights and empowerment, or with survivors of GBV or developing, implementing or supervising programs for survivors
  • Strong understanding of case management.
  • Bachelor’s degree in social work, Gender/Women Studies, Public Health, or other appropriate fields; or field equivalent experience
  • In-depth understanding of the root causes of GBV, related international standards, GBV prevention and response strategies, and GBV Guiding principles
  • Proven staff development skills
  • Strong communication and analytical skills and ability to present ideas effectively;
  • Ability to communicate sensitively and without judgment; good diplomatic skills
  • Emotional maturity and stability to resolve conflicts in non-violent way and maintain appropriate boundaries.
  • Familiarity with principles and practice of monitoring and evaluation
  • Excellent knowledge of MS Word, Excel, PowerPoint and email/internet software.

Language Skills:

Fluency in Arabic and Very Good spoken/written English
