The job holder will be based in the Nepal Country Office (CO) in Kathmandu and reports directly to the Head of Programme while working closely with and provide support and guidance to functional units within WFP and relevant stakeholders outside WFP.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of the Programme, the National Programme Policy Officer (CBT and Technical Innovation Project Officer) will provide technical support and oversight function in cash-based programming and other technical innovations for Programme Unit in Nepal as follows;

  • Work with the Head of Programme and other programme / activity managers to ensure that Cash-Based Transfers (CBT), beneficiary information and identity management and related processes within the Country Office are managed and supported according to WFP corporate guidelines, standards and procedures.
  • Work closely with ICT unit contributing to introduce and upgrade technical innovation for cash delivery mechanisms, beneficiary information management systems, cash coordination and other technical innovations that support Programme delivery such as shock-responsive social protection system, (including national school meals and home-grown school meals programmes and weather index-based insurance premium/compensation payment systems.
  • Provide business innovations through continuous refinement of business intelligence. Develop business requirements and other system documentations to support development of bespoke applications in the country office.
  • Support the Financial Service Provider procurement process; Cooperating Partners selection process focusing on CBT activities, establish and refine Standard Operating Procedures (SOPs), internal control mechanisms and work with Monitoring, Reporting and Evaluation (MRE) unit on monitoring and evaluation of CBT related activities.
  • Represent WFP in the external Cash Working Group and liaise with coordinating bodies, host government, humanitarian actors, UN agencies, private sectors and cooperating partners in relation to CBT and Social Protection System. Explore partnership with other UN agencies for joint or collaborative cash response or overall CBT support to other UN Agencies.

KEY ACCOUNTABILITIES Continued

  • Work with Social Protection Task Team (SPTT) to explore the potential opportunities to link CBT interventions with a national social protection framework. Lead the Digital Financial Inclusion (DFI) initiative in WFP Nepal CO, explore the possibility of implementing digital payment solutions in Nepal. Work with internal and external stakeholders and partners to design an integrated CBT Programme including promoting digital payments and financial literacy in Nepal.
  • Work with Programme and Partnership unit in planning and designing CBT intervention. Ensure reconciliation and reporting of CBT activities are carried out timely and correctly.
  • Act as beneficiary data protection and privacy focal person of WFP Nepal CO and ensure the beneficiary personal data is being collected, processed and stored as per WFP corporate guidelines throughout CO programmes.
  • Act as the focal point between Programme and IT in the implementation of SCOPE in cash and in-kind transfer activities, contextualize business processes and delivery solutions to meet individual programme needs, while ensuring alignment with CBT across functions, and conformity with the wider programme policy and guidance. Ensure the documentation of SCOPE (beneficiary and transfer management platform), lessons learned, advantages and challenges.
  • Ensure WFP is able to maintain basic CBT and beneficiary management systems during disaster, quickly respond and deploy resources to affected areas at the onset of a crisis and ensure preparedness for CBT delivery for seasonal disaster and support CBT including beneficiary information management system in other Emergency Preparedness Response (EPR) scenarios.
  • Perform other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Business Management, Economics, Social Work, Information and Communications Technology, Software Engineering and product development, Business Innovation Management, Statistics, Database administration or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Language: Fluency (level C) in English language both written and spoken and in the duty station’s language, if different.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least 1 year of experience in implementing projects / programmes preferably information management related projects such as cash-based transfer, digital payments, social protection and beneficiary information management, database management, Disaster Risk Reduction and other fields (i.e. financial principles and techniques, technological innovation, software development, strategic business management, entrepreneurship, innovation and creativity in business, and change management and contemporary issues in business is an advantage). Any additional years of experience in the area of work is desirable.
  • Prior experience with electronic banking / online or digital payment system or any developed platform is an asset.
  • Has knowledge and understanding of database management, data analytics and integration of technology and innovations into programme design and implementation
  • Has experience in coordination and collaboration among teams.
  • Has provided input into relevant policy discussions and decisions.
  • Demonstrated interest and experiences in humanitarian and development work;
  • Proven capacity to manage innovation in different Programmes
