WHY WORK WITH WFP SOMALIA

WFP Somalia’s four-year Country Strategic Plan (CSP) 2022-2025 focuses on a new strategic shift towards strengthening resilience of communities, recognizing the interconnected nature of relief, nutrition, safety nets, food systems, capacity strengthening and partnerships, and addressing some of the above causes within the context of chronic drought and frequent climate-related shocks. Under SDG2, a key focus area for WFP is to build sustainable food systems and value chains, to improve the availability, accessibility, affordability, and consumption of nutritious and healthy diets in Somalia and to prevent and reduce the impact of man-made and natural shocks on vulnerable populations.

PURPOSE OF THE ASSIGNMENT

The incumbent will serve as the focal point to lead the market and economic analysis in consultation with the team leader of Vulnerability Analysis and Mapping. This position is accountable for the capacity strengthening of WFP Somalia national staff including the VAM focal points in the area offices in the expansion and testing of the economic and market data collection, analysis and data management systems.

KEY ACCOUNTABILITIES

Under the supervision of the team leader Vulnerability Analysis and Mapping unit, the market analyst will support market monitoring and assessment activities at the country office and area offices and specifically, he/she will deliver the following outputs:

1. Manage market price database at the country level by ensuring data quality, integrating new parameters (commodities, markets etc.) and automating data collection and visualization using Mobile operational Data Acquisition (MODA) and Tableau applications.
2. Run data quality checks and develop algorithms to automate data cleaning, data quality checks and reporting error detection.
3. Lead the preparation of joint market analysis reports on a weekly and monthly basis; and feed inputs to the monthly food security early warning report.
4. In consultation with the head of VAM, plan capacity-strengthening training programmes for national staff at the country office level and at area offices and provide coaching and guidance as required to ensure appropriate development and enable high performance in markets, food security and economic monitoring.
5. In collaboration with logistics, develop SOPs for market price monitoring and enhance current Market Functionality Monitoring (MFI) and update food prices, biannual trends of exchange rates and fuel prices.
6. Assist the country office reporting, COMET and SCOPE teams with location-specific information and attributes of FDPs (Food Distribution Points) and project sites required to be uploaded into COMET, LESS and SCOPE.
7. Design data collection forms and provide capacity and skills for national and area office data collection teams and partners on the WFP mobile data collection platforms such as MoDA (Mobile operational Data Acquisition).
8. Participate and contribute to Cash working group, food security working group and Operational Information Management and Performance Reporting (OIMPR)
9. Participate and contribute to VAM food security assessments including training programmes, IPC analysis workshops and drafting of reports and highlights.

MINIMUM QUALIFICATIONS

Education: University degree in social sciences, agriculture, food security, nutrition or a closely related field.

Experience:

  • At least three years of professional experience in the market and economic analysis, vulnerability analysis or food security and early warning, or a closely related field.
  • Experience working in the humanitarian / development sector, able to perform and deliver in a timely manner.
  • Ability to work independently under minimum supervision.

Knowledge & Skills:

  • Strong knowledge and experience in using database and statistical software (SPSS, STATA, R script) and data visualization platforms.

  • Strong knowledge and experience in understanding macro and micro-economic indicators and market analysis

  • Strong IT skills particularly in using databases, online data visualization platforms and statistical software

  • Strong skills and experience in mobile data collection and management and Open Data Kit – ODK – Platforms

  • Strategic thinking

  • Initiative – Problem solver

  • Organizational skills

Languages: Fluency (level C) in English language is a requirement

TERMS AND CONDITIONS

Contract duration: 6 months (extendable)
