JOB PURPOSE
The Communications Officer is responsible for assisting WFP Bangladesh Country Office in achieving the goals set out in its Country Strategic Plan (2022-2026), which contributes to the Strategic Results of the WFP Strategic Plan (2022–2026) and Sustainable Development Goals 2 and 17 through four strategic outcomes.
The Communications Officer will support the design and delivering of a range of communications and advocacy strategies and activities in support of CSP implementation, while contributing to partnerships building, resource mobilization, and enhanced brand recognition and reputation for WFP.
STANDARD MINIMUM QUALIFICATIONS
EDUCATION: Advanced University degree in Journalism, International Relations, Public Relations, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/ courses.
EXPERIENCE: Overall Seven years or more of solid, responsible, and relevant work experience in communications-related fields where a minimum of four years of professional experience is required.
LANGUAGE: Excellent written and oral/communications skills in both English and Bangla. Knowledge of Rohingya dialect an added advantage.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the overall guidance and direct supervision of the Head of Partnerships, Reports and Communications (PRC), the Communications Officer will be responsible for the following duties:
1. Communications and advocacy strategy development and implementation
2. Traditional and digital media engagement
3. Content gathering and production
4. Donor visibility generation and dissemination
5. Cross-cutting support to programmes, partnerships and other WFP units/offices
6. M&E
7. Reputational risk mitigation
8. Others
Activities include but not limited to:
• Assist in the conceptualization and development of SMART communications and advocacy strategies and plans in support of WFP’s visions and goals for both its development and emergency programmes
• Support the implementation of communications and advocacy strategies, deploying appropriate communication tactics and tools, such as visual content gathering and production, press releases, human interest stories, advocacy briefs and talking points, creative campaigns, organizing events, etc.
• Strategically engage with local and international media – print, TV, radio, web; leverage the reach and power of digital media, and build a network of supporters who can help elevate WFP’s brand and reputation
• Provide monitoring and evaluation of WFP’s communications and advocacy activities, including establishment of baselines, analyzing the effectiveness of the strategies and their related activities, and producing and disseminating M&E results
• Lead in donor visibility generation and dissemination, in close collaboration with programmes, partnerships and other units to fulfil visibility requirements timely and meaningfully.
• Monitor communications environment in TV, radio, web and social, etc., to leverage opportunities as well as detect, mitigate and manage reputational risk incidents
• Work closely with Regional, HQ and Global communication teams to ensure coherence and synergy, while benefiting from the existing WFP media and communications reach
• Manage team budget, offer supervision to junior and consultant staff, and provide capacity-building for non-communication staff, when needed
• Document, build case studies/evidence, and disseminate in support of advocacy and communication strategies
• Provide cross-cutting support to programmes, partnerships, and other WFP units/offices, when needed
• Undertake other responsibilities and tasks, as required.
OTHER SPECIFIC JOB REQUIREMENTS
• Experience in design and implementing communications and advocacy campaigns in development and emergency contexts
• Excellent strategic thinking and analytical skills
• Excellent written and verbal communications and interpersonal skills
• Ability to translate technical language into compelling and easy-to-digest communication products
• Ability to work under pressure and as a part of a team
• Knowledge and familiarity with the political, social and economic context of Bangladesh
• Knowledge of food security, nutrition, resilience and other related fields a plus
• Experience working with development, humanitarian and media organizations a plus
• Familiarity with WFP and other UN agencies’ work a plus

ORGANIZATIONAL CONTEXT
Bangladesh has made great progress in poverty reduction and economic development. From being one of the poorest nations at birth in 1971, Bangladesh reached lower-middle income status in 2015 and it is on track to graduate from the UN’s Least Developed Countries (LDC) list in 2026. With Government’s strong commitment to achieving zero hunger, the country is on track to meet high-level targets for reduced stunting and wasting.
Nevertheless, Bangladesh faces an emerging “triple burden” of malnutrition. Interventions are required throughout food systems to enhance the availability of, access to and utilization of nutritious diets. Despite the progress towards gender equality evidenced in progressive legislation and policies and near parity in primary education, gender inequality persists, with an array of consequences for food security and nutrition.
The COVID-19 pandemic has created a new group of poor and vulnerable Bangladeshis, disproportionately in urban areas, which may result in increases in poverty, inequality, early marriage and malnutrition. The pandemic comes at a time when severe climate-induced shocks, including historic flooding and cyclones, already call for urgent action. Shock-responsive social protection is increasingly recognized as a crucial intervention for meeting these challenges.
The situation of the Rohingya refugees remains concerning. Today, 95 per cent of the Rohingya population is entirely reliant on external assistance while the COVID-19 pandemic, climate change and the global food and fuel crisis have only deepened their vulnerability and along with the Bangladeshi community hosting them.
