Grants Specialist
Under the responsibility of the Grants Manager, to whom he / she will report, the Grants Specialist will support pre-award surveys of potential grantees. Monitors grantee performance and provides ongoing financial and programmatic monitoring of grant activities, including tracking of obligations and disbursement.
In coordination with the Grants Manager, the Grants Specialist
manages grants and procurement to ensure compliance with USAID regulations. Liaises with relevant technical team members to develop grant SOWs and requests for applications. Reviews/prepares grants agreements as needed. Serves as subcontractor point of contact on financial/contractual matters. Reviews bids for completeness, accuracy, and responsiveness for procurements of goods/services. Prepares purchase orders, subcontracts, and modifications and ensures proper backup documentation is included. Serves as non-voting member for grants and procurements under designated thresholds. Ensures policies and procedures are followed. Ensures integrity, compliance, fairness, accuracy, and openness in procurement and grants processes.
Skills
Minimum Qualifications:
Education/Experience: Bachelor's degree in accounting, finance, business administration or relevant discipline and 3 years in relevant field or 5 years’ experience of relevant work. Experience working in a similar position for an international organization is preferred. A minimum of 5 years of experience in contracts, procurement, and grants for medium-sized USAID-funded programs. Demonstrated understanding of applicable procurement related (FAR) regulations. Demonstrated experience in vendor/subcontractor negotiations as well as in managing grant mechanisms under USAID regulations and policies.
