Generalist Field Officer

PURPOSE OF THE POST

Under the supervision of the field team leader, the Generalist Field Officer is responsible for planning and implementing ICRC activities in Irbid and Mafraq AOR, namely: continuous context analysis, security management in the field, identification of humanitarian needs, networking with interlocutors, coordination with other humanitarian actors and implementation of protection (together with the Protection Delegate), communication (together with the Com Field Officers) and cooperation activities.

MAIN ACCOUNTABILITIES, DUTIES AND RESPONSIBILITIES

1. Implementation of Operation Prioity 1 activities:

• Is aware of the delegation objectives and has a good knowledge of the Movement, JRCS branches, humanitarian organizations and other interlocutors in order for the institution to develop and implement relevant humanitarian response.

• Is responsible in all matters related to the organization of his/her day-to-day work in his/her AoR, including assessing the security and coordinating activities with all relevant stakeholders.

• Represents the institution in an appropriate way in the field during activities and in meetings; avoids any activities that may reflect negatively on ICRC's image.

• Reports to the Field Delegate and coordinates with the Protection Delegate, on security, socio-economic, cultural, and political environment in his/her AoR share relevant information related to the context.

• Proactively proposes ICRC humanitarian interventions.

• Maintains a good level of initiative and adaptability in a rapidly changing working environment.

• Organizes field trips: arranges with Fleet, Welcome, Finance, and other departments within ICRC in order to prepare all the necessary material (forms, equipment, dissemination material, etc.). Externally, he/she coordinates the planned activities with all relevant stakeholders and conduct security assessments.

2. Activities and coordination:

Protection PCP/PFL-Missing

• Under the supervision of the Field Delegate, in collaboration with the Protection Delegate, he/she maintains the overview of, contribute to the planning, implementation, documentation, and follow-up of protection activities in his/her AoR, including PFL, PCP and CBP.

• Under the supervision of the Field Delegate, carries out meetings with relevant stakeholders and focus group discussions with the targeted population to get a better understanding of the needs of the most vulnerable communities.

• Under the supervision of the Field Team Leader, (s)he contributes to the analysis of pre-defined PCP objectives focusing on the two main themes for the Jordan delegation – the return and non-refoulement (induced return and direct refoulment) – and identifies potential new humanitarian trends and issues.

• (S)he documents relevant information during the field presence collected through direct interaction with the targeted population and ensure proper data management.

• Identifies vulnerable persons/communities based on protection criteria.

• Ensures adequate follow-up for face-to-face interviews with persons needful of precise follow-up.

• In coordination with the PFL/Missing FOs, he/she contributes to the collection of AoAs/TCs in the AoR.

Communication

• Acts as focal point in receiving calls on the Northern Jordan hotline number and allocates the requests accordingly.

• In coordination with the Field Delegate and the Communication Field Officer he/she participates in the identification of priority needs, makes proposals for his/her AoR and contributes to the overall approach of the ICRC in term of communication (targets, tools, content).

• Represents ICRC in the inter-agency coordination meetings and protection working groups carried out in his/her AoR and implements the agreed strategies of positioning.

• Contributes to the monitoring of local media (including social media) and identifies information relevant for the Delegation with focus protection themes in coordination with Com/Coop officer.

• In coordination with the Field Delegate and the Communication Field Officer, he/she participates in the organization and implementation of Operational Communication sessions (Emblem, Movement, ICRC activities, basic IHL/IHRL) and participate in other communication and disseminating activities (PFL Missing training, IHL/IHRL workshop, etc.). He/she can carry out basic dissemination sessions independently.

Cooperation

• In coordination with the Field Delegate and Cooperation Field Officer, contributes to the implementation of cooperation objectives and programs in his/her AoR.

• In coordination with the Cooperation Field Officer, liaises with JRCS representatives in his/her AoR when necessary to discuss context, humanitarian needs and complementarity of action between JRCS and ICRC.

• In coordination with the Cooperation FO and the PFL FO, monitors and supports JRCS Branch and volunteers in carrying out dissemination activities within the PoA for JRCS Capacity building.

Assistance – EcoSec

• Supports the Field Delegate in his/her assessments of the humanitarian needs, access, acceptance, security, and protection concerns regarding EcoSec-related activities.

• Under the supervision of the Field Delegate, refers the identified protection cases in need of assistance to the EcoSec Unit.

• Participates and contributes, when needed, to implementing and monitoring the Ecosec activities.

• Provide reports on EcoSec related matters. When required, he/she maintains baseline data updated (e.g. price of key commodities in the market, inflow-outflow of essential commodities, response by actors to critical events, etc).

Assistance – Health

• Supports the Field Delegate in his/her assessments of the humanitarian needs, access, acceptance, security, and protection concerns with regard to Health-related activities.

• For the Physical Rehabilitation Program (PRP), identifies the ortho patients in his/her AoR and liaises with AMM PRP team for referrals.

• Under the supervision of the Field Delegate, collects information about health needs in the AOR.

Assistance – WatHab

• Supports the Field Delegate in his/her assessments of the humanitarian needs, access, acceptance, security, and protection concerns with regard to WatHab-related activities.

• Contributes to recommendations to develop WatHab response in the AoR.

• Provide reports on WatHab related matters, in close coordination with the Wathab Department.

3. Networking, analysis and reporting:

• Establishes and maintains contacts with all relevant interlocutors, (s)he briefs them on ICRC activities and takes minutes of meeting to ensure follow-up of decision taken.

• Acts as a source of information regarding his/her AoR for the Field Delegate, Irbid and Mafraq, the OP1 team and HoOps; participates actively in the context analysis, especially security, and maintains an updated mapping of all relevant stakeholders.

• Ensures the follow up of all messages and correspondence related to his/her work, in coordination with the Field Delegate, the OP1 team and the relevant departments.

• Translates orally in any situation with accuracy; translates simple written documents between Arabic and English.

• Participates in the weekly Protection team meeting as well as PFL meeting and OP2 Outreach Workstream group.

• Contributes to various reporting: field trip report, MoM, Weekly Operation Report (WOR), analytical reports (Etat-Major, Operational Plans, PfR, etc).

Qualification and profile:

• Bachelor’s degree or equivalent. Some college coursework completed, or an Associate Degree is an asset.

• Additional vocational training in a humanitarian area, socio-economic development, humanitarian law, human rights or equivalent field

• 3-5 years of experience in a humanitarian area, socio-economic development, humanitarian law, human rights, or similar position

• Conversational in English and Arabic

• Intermediate level in computer skills

• Skilled in the following competencies: Representing the ICRC; Adapting & Learning; Communication (ability to express and exchange views and ideas); Analysis & Synthesis

• Good knowledge of ICRC mandate, IHL, and of other humanitarian topics

• Good knowledge of geographically assigned environment

• Readiness to spend 50-75% of the time in the field
