Communication Officer

PURPOSE OF THE POST

Under the supervision of the communication coordinator, Communication Officer 2 contributes to designing, planning and implementing communication projects and activities in the field of operational communication, community call center (known as community engagement) and Jordan Red Crescent file. S/he contributes to representing the ICRC externally and building the necessary understanding and acceptance of and support for the ICRC among key stakeholders.

MAIN ACCOUNTABILITIES, DUTIES AND RESPONSIBILITIES

1.Operational communication

  • Contributes to defining communication strategies/plans of action in line with internal objectives and priorities
  • With minimum supervision, organizes and implements relevant activities: operational communication sessions, community engagement sessions interaction with traditional circles and civil society organizations
  • Promotes the basic international humanitarian law (IHL) among relevant circles
  • With minimum supervision, develops relevant operational communication tools to deliver training and coaching internally and externally.
  • Follow political and humanitarian developments, as well as other issues relevant to ICRC reputation/perception and contribute to their analysis.
  • Provides technical and administrative support to the communication team (e.g. filing, stock management, event organization) when required.
  • Contributes to the annual planning and institutional and internal reporting within deadlines.

2. Community Call Center (known as community engagement)

  • Responds to calls, coming from the general public, and understand the concerns of the callers and decide on whether the concerns can be addressed immediately or require referral to other departments.
  • Records the details of each call in the appropriate databases / software.
  • Immediate follow up of complains and immediate feedback to the Affected Population
  • Participates in the formulation of statistics and regular Community Contact Centre reporting by flagging issues and proposing improvements.
  • Follows up on cases referred to other departments to ensure timely follow up and action.
  • Immediately flag to the hierarchy supervisor calls or issues involving Code of Conduct violations or requiring the involvement of the Delegation Management.
  • Gives calls to ICRC beneficiaries to gauge their level of satisfaction and perception over ICRC activities and services.
  • Understands that some concerns / issues require confidential and sensitive treatment and adjust the follow up accordingly.

3. Partnership with the Jordan Red Crescent Society (JRCS)

  • Supports in the drafting of the annual partnership project document (including budget/plan of action) and follows up on its implementation with the support of communication coordinator.
  • Contributes to the building of JRCS capacity in communication.
  • Coordinates with the Amman Cooperation team, updates them, and requests support when needed for follow up with JRCS Communication dept and/or JRCS HQ
  • Provides technical advice and support to the other communication team in working with JRCS.
  • Participates in training / coaching sessions to JRCS volunteers and staff.
  • Follows up all administrative tasks (i.e: invoices) related to the joint activities with JRCS.

OBLIGATIONS

  • Be aware of the delegation’s objectives and activities.
  • Understand the three components of the Red Cross/Red Crescent Movement.
  • Apply security rules at all times.
  • Respect and observe the staff regulations of the ICRC in Jordan.
  • The employee may be asked to perform other duties not covered in this job description as well as to provide support to other departments when and if necessary.

Qualification and profile :

  • University degree or equivalent in a relevant field such as communications, political science, international relations or journalism.
  • Computer skills (proficiency in MS Office); familiarity with digital communication tools.
  • At least 3 years' experience in a similar position. (ICRC experience an asset)
  • Excellent knowledge of the political, economic, media and social media landscape.
  • Proven capacity to analyse complex and evolving situations.
  • Good organizational skills
  • Very good soft skills
  • Good communication (including writing) skills in English and Arabic (French an asset)
