ORGANIZATIONAL CONTEXT

The Logistics Cluster enables global, regional and local actors to meet humanitarian needs. Before crises, the cluster works with the stakeholders in high risk countries and regions to strengthening national supply chain resiliency, enhancing coordination and promoting a common methodology towards logistics preparedness among the humanitarian community. In crises, where these capacities have been exceeded, leadership, coordination, information and access to operational services are provided.
WFP, as the lead agency, hosts the Global Logistics Cluster (GLC) support team in its headquarters in Rome. It is comprised of a diverse, multi-skilled group of logisticians and is mandated by the Inter-Agency Standing Committee (IASC) to complement and co-ordinate the logistics capabilities of co-operating humanitarian agencies during large-scale complex emergencies and natural disasters. WFP also acts as a ‘provider of last resort’ offering common logistics services, when critical gaps hamper the humanitarian response.

JOB PURPOSE

The Projects & Outreach Officer position is based in Rome, Italy and reports to the Deputy Global Logistics Cluster Coordinator.

Under the direct supervision of the Deputy Global Logistics Cluster Coordinator, in close coordination with the Global Logistics Cluster Coordinator and relevant divisions, the incumbent will lead the development and implementation of a result-oriented plan to:

  • drive opportunities with public, private, and external partners to attract resources, in-kind support, technical assistance and innovative solutions;
  • foster humanitarian partners' engagement to mobilise and coordinate collective resources available to support humanitarian response where it is needed.

KEY ACCOUNTABILITIES (not all-inclusive)

Outreach

  • Create and embed an outreach approach across the Cluster functions to allow for mainstreaming of outreach activities in all Cluster teams within a structured framework that allows for robust knowledge management, ease of information sharing, and shared key messaging across workstreams.
  • Establish mechanisms to strengthen the involvement of national non-governmental organizations and civil society organizations at national, regional, and international levels.
  • Support dialogue with partners across the GLC ST, proactively highlight strategic opportunities and issues to senior management, and present recommendations on best course of action to nurture trust and interest in the work of the Global Logistics Cluster.
  • Design a Cluster approach to identifying, developing, and strengthening quality stakeholders and partners across the spectrum, with particular focus on academia and donor outreach. The approach must include guidance to Cluster teams on relationship and network mapping, and a baseline minimum standard on researching and screening target organisations.
  • Develop new private sector relationships and support the definition of the appropriate positioning of the GLC across the private sector and academic stakeholders and humanitarian partners; develop the GLC position in specific thematic areas and country/regional contexts, using tailored content and language that speaks to partner’s audiences and align with on-going emergency preparedness and response dialogue. Ensure the positioning and messaging is embedded as appropriate in the different teams.
  • Develop a forum and mechanism for engaging with academia to foster knowledge sharing and consultations, ensuring appropriate issues can be raised to the Logistics Cluster partners.
  • Develop and implement a database or other way to continuously map and analyze academic and private sector stakeholders’ capacity, resources, priorities, and capabilities to strengthen humanitarian mechanisms and response when and where relevant, ensuring compliance with corporate partnership guidance.
  • Lead and develop formats for bilateral or multilateral meetings with partners and stakeholders as required, maintaining open dialogue and ensuring consultative process to increase the strategic alignment, communication and operational engagement.
  • Serve as a focal point, administrator, and leader for the coordination and reporting of the Partnership working group, including managing any projects arising from the work of the group.
  • Develop a partner charter for minimum commitments for participation and contribution to GLC activities, in consultation with the Partnership working group.
  • Define and disseminate best practices in partnership development, collaboration and reporting and provide technical guidance to headquarters and field-based staff.

Projects & other

  • Create and embed across the Cluster a way of working on projects from concept to reporting, to ensure consistent approach to concept and proposal creation, grant management, and reports. This must include review of roles and responsibilities and establishment of accountabilities through tools like RACI.
  • Design and roadtest standard documentation and other inputs to proposals, reports, and other key messaging to ensure the Cluster approach and activities are properly and consistently represented.
  • Lead or perform any other relevant duties as required.
  • Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.

KEY REQUIREMENTS AND QUALIFICATIONS

EDUCATION:

  • University degree in relevant field (incl. Logistics, Supply Chain, Development, Management, Business Administration, Political Sciences, International affairs, or another related field).

EXPERIENCE:

  • Minimum 5 years work experience in logistics, supply chain, partnerships development, resource mobilization, and/or project management.
  • Experience in change management, project management, design of strategies and development of engagement plans, partnership management.
  • Experience in working with international coordination systems as well as exposure to the Inter Agency Standing Committee Cluster approach.
  • Specific Logistics Cluster experience would be an advantage

LANGUAGE:

  • Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

  • Good understanding of CSR functionalities.
  • Excellent interpersonal, communication and negotiation skills. Intercultural skills and good writing skills are essential.
  • Ability to meet tight deadlines and work under pressure with minimum supervision and as part of a team.
  • Experience using Microsoft Excel, and sound knowledge of Microsoft Windows, MS Word, MS PowerPoint, and other related software.

TERMS AND CONDITIONS

  • This is an International Professional position and is open to all nationalities.
  • Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period for up to 4 years. The position is based in Rome, Italy and the selected candidate will be expected to relocate.
  • WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
  • The selected candidate will be required to relocate to Rome, Italy to take up this assignment
