Logistics Technical Officer -Nationals Only
Reporting to the Procurement Coordinator, the Technical Procurement Officer will manage the accountable, efficient, and timely procurement of goods, works and services for the NRC Jordan Programme in compliance with NRC's internal policies and regulations.
Generic responsibilities
- Management of project staff
- Implement plan of action for delegated portfolio ofsupport function’s projects(activities, budget and project documentation).
- Day to day follow of progress in project implementation.
- Ensure adherence and compliance with NRC policies, support function tools, handbooks and guidelines.
- Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
- Promote and share ideas for technical improvement.
- Prepare periodic progress reports and other documents.
- Ensure capacity building of project staff and transfer of key skills.
- Liaison and collaborate with relevant local authorities and stakeholders.
- Promote the rights of internally displaced/returnees In line with the advocacy strategy.
- Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
Specific responsibilities
- Ensure procurement conducted is in compliance with NRC and donor procurement policies and procedures, conducting regular spot checks of procurement files to ensure said compliance
- Ensure paper and electronic records are maintained in a systematic manner in line with NRC’s standard procurement procedures, providing a clear auditable trail
- Source appropriate suppliers in the local and/or international market for the procurement of good and/or services based on specifications provided by program or support staff. And conduct regular market surveys and supplier pre-qualification for commonly procured goods and services, maintaining an up to date supplier database with key supplier information
- Establish and maintain good and professional working relationships with suppliers, service providers and contractors whilst strictly adhering to BRC’s anti-corruption guidelines and NRC’s code of conduct
- Contribute and provide information to assist in the development of procurement related SoPs, systems, procedures and templates both at the Country Office and Area Office levels
- Advise and support NRC Jordan staff in all procurement processes, in coordination with the Procurement Coordinator (which includes providing training to key programme staff in the procurement policies and procedures).
- Run and manage the procurement processes for goods and services based on the value and threshold
- Identify and lead on the development of national and local framework agreements for commonly procured goods and services.
- Management of contracts and framework agreements through conducting supplier performance evaluation and monitoring and recording of expenditures against framework agreements.
- with support of Procurement Coordinator, guide NRC Jordan Program in planning their project procurement needs and developing the Project Procurement Plans to be regularly reviewed together
