ORGANIZATIONAL CONTEXT

In response to the humanitarian crisis, which resulted from the start of civil war in South Sudan in 2013, WFP South Sudan has rolled out the massive scale of emergency response across the country. General Food Distribution (GFD) is one of the core schemes that WFP implements to respond to the onset of emergency. In principle, this scheme should be a short and rapid intervention however due to the on-going conflict, the GFD scheme has been prolonged and still been implemented at all the field offices in the country.

This assignment is in the Emergency Unit of WFP South Sudan and the job holder is to report to the Head of Emergency at the Country Office. Job holder is to support those field offices in contributing to program management, policy formulation and provision of advice at the Country Office Programme management team, including contextualized advice for South Sudan. The assignment is expected lead the operations team of Emergency Unit and contributes towards stronger partnership and day to day effective and efficient operational aspect the emergency programming.

JOB PURPOSE

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute to formulation of WFP-wide programme policies in line with both organizational strategy and the practical realities of operating in the field; or translate programme policy into country level practices. Developing programme guidance and implementation modalities and operations, to ensure a clear and strong connection between HQ/RB and field operations.
  2. Provide advice and support to the CO and Field Offices on moderately complex issues to clarify ambiguities and ensure that policy and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance.
  3. Provide technical advice or mobilize technical expertise on programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies to support government efforts to reduce hunger and malnutrition.
  4. Develop the annual operational plan for emergency programming and manage the portfolio of cooperating partners implementing emergency programming.
  5. Assist counterparts in partners in identifying where food assistance can be usefully employed and provide support and technical expertise for the planning, formulation and implementation of moderately complex food assistance programmes to strengthen community ownership and effectiveness of food security and nutrition programmes at national and sub-national levels.
  6. Establish and maintain operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
  7. Oversee field operations, particularly those managed by field offices.
  8. Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.

10.Contribute to resources mobilizations efforts for WFP projects, including clearly articulating the need for food assistance and related programme opportunities, and follow up on the resource situation of projects including commodity and cash availability, seeking advice from senior colleagues where necessary.

11. Advice and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partner to design and deliver effective food assistance programmes.

12. Lead, motivate and develop a team of staff to enable high performance.

13. Contribute to Country Office Emergency Preparedness and contingency planning in order to respond to humanitarian crises and needs.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: Minimum of 6 years of postgraduate experience in complex field operations, preferably in a hardship duty station or emergency situation. Has experience leading a large, multi-discipline team to ensure the effective delivery of objectives. Participated in a large-scale emergency operation/ development programme.

Knowledge and skills: Has gained substantial experience in complex field operations, preferably in a hardship duty station or emergency situation. Language: International Professional: Fluency (level C) in English language.
