International Staff Contract position: Senior advisor for integrated judiciary, police and public administration for the EUSR for the Belgrade-Pristina Dialogue and other Western Balkan regional issues
REQUIREMENTS
a) Qualifications and Experience:
a. Citizenship – Citizen of a Member State of the European Union (EU) and enjoying full rights as a citizen.
b. Education
– Successful completion of a full course of university studies attested by a degree, where the normal duration of university education in the country awarded is four (4) years or more. The qualification should be in the field of legal studies or public administration.
c. Experience
– At least 15 years of professional experience after having fulfilled the education requirements.
– A minimum of 10 years of relevant professional experience as a judge, or prosecutor, or high ranking official in the field of judiciary, or police, or public administration, out of which 5 years of international experience in post-conflicts societies or in crisis areas, preferably in the EU institutions or CSDP missions.
– Experience from the Western Balkans and specifically direct experience from Kosovo is essential.
d. Desirable
– Trained, authorised and equipped with firearm for deployment in the north of Kosovo;
– Driving license of category C (B6 armoured vehicles)
– Experience in project management.
b) Essential Knowledge, Skills and Abilities:
– Knowledge of transitional and post conflict society.
– Knowledge, understanding of the political, cultural, and security situation of the Balkans, in particular Kosovo and Serbia and the EU-facilitated Dialogue.
– Knowledge of the Kosovo judiciary, law enforcement and public administration sector.
– Knowledge of the integration process of the former parallel structures (Serbian parallel courts, prosecution offices, police, civil protection, and public administration) into the Kosovo system.
– Knowledge of the functioning of the EU and the Common Security and Defence Policy.
– Knowledge of the mandate of the EUSR DWB.
– Ability to perform under stress and in difficult circumstances.
– Mediation, social and interpersonal skills.
– Ability to mentor and motivate local counterparts.
– Reporting and writing skills.
– Flexibility, strong adaptation skills and ability to maintain high quality of input in a potentially stressful environment under tight deadlines.
– Desirable:
i. Knowledge of Serbian and/or Albanian language.
ii. Knowledge of the Kosovo legislation
JOB DESCRIPTION
Report to: EUSR DWB, represented by the EUSR DWB Political Advisor in Kosovo
Main Tasks and Responsibilities:
- To operationalize the EUSR DWB mandate and tasks as set out in the EU Council Decision (CFSP) 2020/489 of 2 April 2020 by advising monitoring local counterpart(s) on the strategic and operational level with regard to the organisation and functioning of the integrated judiciary, police, civil protection and other public institutions and officials.
- To support the EUSR DWB's efforts in full and qualitative implementation EU-facilitated agreements, protocols and agreed conclusions between Belgrade and Pristina with regard to the judiciary, police, and public administration.
- To support the EUSR DWB efforts in addressing areas of discrepancy with the respective EU-facilitated agreements, protocols and agreed conclusions; structural weaknesses in the performance and accountability of counterparts/institutions in the area of judiciary (courts, prosecutions, KJC, KPC, MoJ), police, and public administration (integrated civil protection); risk assessment through the improvement in strategies, organisational change processes, legislation, structural safeguards or similar corrective measures, etc.; and propose solutions for strengthening the same;
- To provide analysis and recommendations to the local counterpart in the area of responsibility;
- To ensure timely reporting on activities within the field of responsibility as per planning documents, in particular progress and/or lack of progress;
- To maintain necessary contacts and build relationships with relevant local counterparts;
- To ensure compliance with instruction/direction from the EUSR DWB represented by his Political adviser in Kosovo,
- To liaise closely with other EUSR DWB Senior Advisers and Advisers as appropriate;
- To be a creative and result oriented problem solver and a team player.
- To undertake any other related task as requested;
Specific Tasks and Responsibilities:
- Support the facilitation of the Belgrade-Pristina Dialogue within the area of Senior Advisor’s competences in accordance with the requirements of the EUSR DWB represented by his Political Advisor in Kosovo.
- To support the development of the integrated institutions in Kosovo and compliance of their structure and functioning with arrangements and results achieved through the EU-facilitated Dialogue between Pristina and Belgrade.
- To be the key interlocutor with the representatives of judiciary, police and public administration at the appropriate level.
