ORGANIZATIONAL CONTEXT
The World Food Programme‘s Strategic Partnerships Division supports fostering partnerships with national governments and development actors -including the African Union, the International Financial Institutions, the Rome based agencies and the G20 – to strategically position WFP within the development sphere and mobilize new resources to achieve zero hunger and advance other related development priorities.
The Comprehensive Africa Agriculture Development Programme (CAADP) is Africa's policy framework for agriculture-led development and transformation since 2003. Under this program, African countries have committed to seek development through agriculture led growth by targeting at least 6 percent growth and by allocating about 10 percent of government budget to the sector. It is the most ambitious and comprehensive agricultural reform effort ever undertaken across Africa, addressing policy and capacity issues and improving effectiveness of development assistance.
STANDARD MINIMUM QUALIFICATIONS
An advanced degree (MSc or PhD) in agriculture sciences or related field (e.g., agronomy, agricultural economics, etc.)
JOB PURPOSE
The World Food Programme Advisor to CAADP (the Advisor) will work under the overall guidance of the Head of Agriculture and Food Security Division, AUC Directorate for Agriculture and Rural Development; internally coordinate work through the Senior Advisor for Corporate and Country Engagement of the World Food Programme Strategic Partnerships (STR); and will have responsibilities to support the implementation of all CAADP-related processes and activities within the Department of Agriculture, Rural Development, Blue Economy, and Sustainable Environment (DARBE) of the African Union Commission.
The Advisor will support the implementation of all CAADP-related processes and activities within DARBE. This will facilitate high-level political engagements and dialogues in AU Member States and at regional level to invigorate and ensure effective implementation of the CAADP framework across Africa, including achieving the Malabo Declaration (2014).
In addition, the Advisor will support the implementation of strategic initiatives including the CAADP Partnerships Platform (CAADP PP), the CAADP Business Meeting, CAADP Donor Coordination Group (DPCG) and its work plan, the Permanent Secretaries retreats and key biennial review processes.
KEY ACCOUNTABILITIES (not all-inclusive)
- Support national governments and Regional Economic Communities to develop and implement Regional Agricultural Investment Plan (RAIPs) and National Agricultural Investment Plans (NAIPs), respectively and in line with the Malabo Declaration, Nationally Determined Contributions to the Paris Agreement (NDCs), National Development Pathways agreed during the 2021 UN Food Systems Summit, and Agenda 2063.
- Develop and maintain strategic development cooperation partnerships with international Development Partners, Donor Agencies at both bilateral and multi-lateral levels as well as private sector investment institutions to ensure adequate technical and financial resources are mobilized for implementation of country investment plans.
- Coordinate development of key strategy documents to guide agriculture sector development programmes on the continent.
- Coordinate Regional Capacity Building to support countries to review their national agriculture sector progress assessment capabilities and overall performance, develop investment plans and programmes and report regularly on progress made in implementation to AU Heads of State and Governments.
- Work with governments, civil society and other African institutions to prepare performance related status reports on African governments' implementation of national agriculture investment plans.
- Prepare and manage programme budgets and prepare regular implementation reports to financial partners, building on zero-hunger national strategies and in line with Integrated National Financing Frameworks as agreed in the UN Addis Ababa Financing for Development Conference of 2015.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Experience: Proven record of program management acquired through a minimum of 7 years of demonstrated capacity to lead in an international, multidisciplinary, and cross-cultural environment.
Knowledge & Skills:
- Conversant with CAADP framework and linkages with the Regional Economic Communities and national processes.
- Experience in results-based management and donor procedures.
- Sound planning and organizational skills.
- Ability to build partnership building and manage complex multi-stakeholder processes including strong advocacy, communications and convening
- Ability to negotiate diplomatically; systems thinker and have a history of systems influencing: governments, civil society, donors, and others-ideally working across several ministries, beyond agriculture.
