Contract Duration:
The OIM and Performance Reporting Officer will be contracted for an initial term of 12 months. Contract may be extended based on business need and satisfactory performance.

Job Purpose
Since late 2019, the series of crises in Lebanon – political, economic, financial, and sanitary –have required from WFP a significant deepening of its activities both vertically and horizontally. With this came a need for strengthened reporting, information management, knowledge-sharing, and data coordination and communication.
The Operational Information Management (OIM) unit of the WFP Lebanon Country Office (CO) encompasses reporting, data analysis, and geospatial analysis (GIS). The Unit plays a key role to provide concise operational information and key strategic insights and has integrated capacity to analyze and map data. Together with Programme, VAM/M&E, and other functional units of the CO, the OIM unit produces analysis and reports on WFP activities for both internal and external use.

WFP seeks a OIM and Performance Reporting Officer to join the OIM Unit. The incumbent will support all OIM activities and contribute to the presentation of a standard operating picture of WFP’s programme portfolio and associated results that facilitate informed and timely decision-making at all levels throughout the organization. In particular, the incumbent will support the delivery of high-quality reports and briefs for managerial and communication/reporting purposes and contribute to development of knowledge management processes and systems.

Key Responsibilities (not all-inclusive, nor exhaustive):

Within delegated authority and under the direct supervision of the Senior OIM Officer and the overall guidance of the Head of OIM, the OIM & Performance Reporting Officer will perform the following tasks:

• Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders. Draft quality briefs, operational updates, dashboards, and contributions to wider internal or external reports using data gathered from key information systems and inputs solicited from other functional units (including Programme, Research, Assessments and Monitoring, Communications, Logistics. etc.).
• Support the collation, analysis, and communication of the ‘Essential Elements of Information’, pertaining to the operational environment in order to facilitate access to timely and accurate information used at country, regional and corporate level. Includes monitoring and analysing relevant information and data from media, different functional area networks in WFP, and external sources.
• Collate and disseminate political and humanitarian analysis pertaining to WFP current or future responses and donor policies, trends, and preferences to ensure country specific input to WFP’s operational reporting.
• Support the preparation of the Annual Corporate Report (ACR) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation, logistics and resource management functions by coordinating to ensure coherence and quality of performance information.
• Contribute to the documentation of best practices and lessons learned throughout WFP’s operations, including through coordination, timely preparation, and distribution of information products to target audience(s).
• Coordinate initiatives for developing robust information-sharing and knowledge management systems within the CO, including a mapping of current processes/reports and supporting the drafting of OIM & PR related normative guidance and improvements to Corporate Performance Reporting.
• Support staff in assigned area to ensure that standard OIM & PR procedures and templates are followed to drive the quality, consistency and standardisation of information management and performance reporting across WFP.
• Support the enhancement of the capacity of WFP staff and partners to effectively manage operational information and performance reporting, for example through scheduling delivery of trainings on core OIM & PR competencies and gender-sensitive and inclusive reporting.
• Support COs or RBs in emergencies by preparing, organising, and providing secretarial support to Operational Task Forces (OTFs).
• Other as required.

Required Knowledge and Skills:
• Strong written and oral communication skills, including substantive analysis and report writing skills.
• General knowledge of information management best practices, techniques, and processes with experience communicating analytical insights to diverse audiences
• Ability to produce high-quality materials in the form of PowerPoint presentations as well as text documents.
• Collaborative spirit and experience liaising with a wide range of people at all levels and across different cultures to deliver results.
• Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.

Standard Minimum Qualifications:

Education: Advanced University degree (i.e. Master's degree or higher) in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Science or other relevant field or First University degree in a relevant field (i.e. Bachelor’s degree) with additional years of related work experience or training/courses.

Experience: One (1) or more years of postgraduate professional experience (after completion of Advanced University degree) in a relevant field of work, with a background and interest in international humanitarian development, or three (3) years or more after completion of First University degree.

Language: Fluency in both oral and written communication in Arabic and English. Fluency in another UN language is a plus.
