ORGANIZATIONAL CONTEXT

Under the overall guidance and direct supervision of the Deputy Country Director, the incumbent will play a key role in managing and implementing programme quality assurance activities. The position was created to strengthen WFP’s capacity to implement the Country Strategic Plan, to measure our impact on alleviating hunger through food assistance, and to advance results-based performance and accountability across the office. The Unit is also tasked with identifying measures of success, and to report on progress, results and lessons learned: to demonstrate the impact of WFP’s food assistance on the lives of the beneficiaries.

JOB PURPOSE

The incumbent will support performance management including leading the country office annual performance planning and review process, and review of risk registers, vulnerability assessment, monitoring and evaluation activities within a country office, ensuring that WFP programmes generate quality evidence on the needs, outcomes and effects of WFP’s food assistance, resilience and capacity strengthening activities on the lives of beneficiaries with which to inform operational decision making and strategic reorientation.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Guide assessments and monitor performance of CO programme and supply chain activities, and enable data-driven decision-making, including:

  • Lead the implementation of VAM, Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information to manage progress towards achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluation and monitoring requirements.

  • Contribute to the development of VAM projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance.

  • Support the development of food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.

  • Support evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products.

  • Support WFP Management in addressing and tracking implementation of recommendations from VAM, monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.

  • Build VAM and M&E capacity of WFP staff and partners through design and delivery of training and information sharing.

  • Manage, supervise and guide the M&E and VAM team, including a core team in CO, monitoring assistants, and provide technical oversight to field staff.

  • Facilitate at Country Strategic Plan (CSP) design stage the development of a logframe and Theory of Change (ToC) guiding the framework of the CSP.

OTHER SPECIFIC JOB REQUIREMENTS

  • Ensure that CO monitoring systems and tools are in place and compliant with corporate standards, including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate result framework (CRF).
  • Coordinate and oversee the production of VAM and monitoring reports with status of results and implementation progress including Annual Country Report (ACR).
  • Support thematic reviews and lessons learned which are intended for internal learning, strategic and operational decision-making.
  • Ensure outcome data is collected in a timely manner and contribute to the analysis of outcome data and recommend improvements to programme interventions and to enhance WFPs ability to demonstrate outcome focused results.
  • Collaborate with the WFP technical teams to complete annual and mid-year reporting of key performance indicators, performance measurements, and programme targets established in the annual performance plans.
  • Supervise and/or manage all country-led evaluations with support from RBJ or HQ Office of Evaluation.
  • Manage online interactive dashboards and visualizations that enhance the visibility of WFP results to both internal and external audience

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Business Management, Statistics, Monitoring and Evaluation, Mathematics, Sociology, Social Development, Development Economics or Performance Management or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses.

Experience: At least five years of progressively responsible professional post graduate experience in VAM, monitoring, research, evaluations and/or assessments at multiple field locations or programme management.

Knowledge and Skill: Ability to analyse and translate numerical data to show WFP’s outcomes and impact against the objectives; ability to explain WFP projects and operations to counterparts and to communicate with Government and partners clearly and effectively, both orally and in writing; General knowledge of UN system policies, rules, regulations and procedures. Over and above, ability to understand the cultural and political environment and to work well with colleagues.

Language: Fluency (level C) in English language. Working knowledge of a second official UN language is desirable.
