Jordan is a middle-income country where UNICEF’s comparative advantage is technical assistance and evidence-based advocacy to support child-friendly Government programs and policies. With the recent humanitarian situation and greater attention to vulnerable children, it has become even more imperative and relevant for UNICEF to demonstrate and advocate for “what works” to achieve results effectively and efficiently for children.

UNICEF supports the Jordan Government, in partnership with NGOs and civil society, to strengthen capacities to address inequities and disparities in access to quality essential social services, especially basic education and protection of children. UNICEF focuses on generating and strengthening the management of information for optimal planning and implementation of inclusive and child friendly policies in health, education, and child protection. UNICEF's humanitarian response to the Syrian refugee crisis includes support to child protection, education, Water, Sanitation and Hygiene (WASH), child cash grant and nutrition for children and families in camps and host communities. Public Finance for Children (PF4C) is a major work area for UNICEF under the social inclusion outcome with the goal “to contribute to the realization of

children’s rights by supporting the best possible use of public budgets.” In specific, working toward achieving the following objectives:

(a) Sufficient resources are allocated for child-related policies and programs, including by mobilizing additional funds, for full implementation,

(b) Spending for children is made more efficient by timely disbursement and reducing leakages,

(c) Result-based budging and value for money approaches are adopted for more effective spending for children,

(d) Resources are better distributed to promote equitable spending with greater attention to disadvantaged groups and areas,

(e) Citizens including children and adolescents are empowered to monitor and participate in budget process for more transparent and accountable spending.

Since 2009, UNICEF Jordan in partnership with the government and national partners engaged in child rights budgeting project to quantify allocations for children within the framework of the General Budget Law.

The project aimed at examining the government’s policies, plans and budgets associated with child rights and generated information for improving service delivery, especially for the most disadvantaged children.

UNICEF engagement also encompassed technical assistance to national partners, capacity building, and policy engagement with decision makers through budget briefs, investment cases, and other PF4C products.

The objective of this internship is to support the implementation of UNICEF MENARO security department.

How can you make a difference?

The MENA Regional Office Security team is planning to re-design its current security dashboard and add simplified processes so the Country Offices with security focal points can easily access and use the data for their Country Offices.

Hence, based on the existing practice with country offices, the intern is expected to assist the security team in designing the security dashboard. The intern should make sure all the security policy related documents are collected and stored on security dashboard/share point. He / She will be provided with a checklist of the essential documents and access to the share point to organize documents accordingly.

Meanwhile, the intern will assist the Security Specialist in compiling security reports from country offices and share the final product with country offices via Regional office online tool (Mailchimp)

Supervision and guidance will be provided on a day-to-day basis, and regular meetings will be organized to provide guidance and advice, if necessary. The intern will be exposed to take part in all UNICEF MENA RO security related activities.

The intern is expected to assist with the following:

    1. Support in monitoring situations and events in the Region and gather and analyze information with the aim of identifying emerging trends and providing early warning of any potential situation.
    2. Contribute to the re-designing and implementation of the security dashboard on the SharePoint.
    3. Assist in following up with key political dynamics that have the potential to impact on Programme delivery
    4. Assist in updating and sharing UNICEF bi-weekly security reports
    5. Assist Security Specialist in conducting UNICEF online assessment for the MENA Country Offices

To qualify as an advocate for every child you will have…

  • Education: Be enrolled in an advanced/undergraduate university degree (bachelor/Master’s or higher) in /a relevant background in in security, risk management and international security field, Art, International Relations or graduated within 2 years.
  • Language: Fluency in English is required. Knowledge of Arabic language is an asset.
  • Strong research and writing skills.
  • Developing country work experience and/or familiarity with emergency response is considered an asset.
  • Have no immediate relatives (e.g. father, mother, brother, sister) working in any UNICEF office;
  • Have no other relatives in the line of authority which the intern will report to (If an applicant has other relative(s) who work(s) in any UNICEF offices, the applicant must disclose this information to the hiring UNICEF office to enable the office to identify and mitigate any conflict of interest before finalizing the internship)

Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
