PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps exists to alleviate suffering, poverty, and oppression by helping people build secure, productive, and just communities. Since the beginning of the Syrian civil war over five years ago, Mercy Corps has worked to address the urgent needs of nearly 4 million people both inside Syria and in neighbouring countries. The programme will be implemented through a partnership with Syrian local organizations in Nortwest Syria and will be managed remotely from the Amman office, Jordan.

General Position Summary

Mercy Corps Syria is driven by the belief that profound partnership with Syrian communities is fundamental to the transition from survival to productivity and self-reliance. Catalysing Community Resilience in Northern Syria (CCRNS) Program presents a Water, Sanitation and Hygiene (WASH) and Food Security and Livelihood (FSL) programme using Mercy Corps’ CATALYSE approach (Communities Acting Together to Advance Linkages Yielding Social Engagement) , which puts communities at the centre of programme development and implementation, and supports the creation of an enabling environment and opportunities that deliver long-term benefits, for those we work with. The (CCRNS) FSL Program Officer’s role, under the supervision of the Peace and Conflict / Social Cohesion Program Manager, is to support the management of Mercy Corps Nortwest Catalysing Community Resilience in Northern Syria (CCRNS) Program activities, providing food security and livelihoods assistance to conflict-affected communities, focusing specifically on Nortwest Syria program working remotely from Amman in partnership with Syrian Organizations inside Syria. The position holder will work closely with the broader (CCRNS) project team, Peace and Conflict / Sosial Cohesion Program Manager and Mercy Corps Partners to ensure smooth, efficient and effective implementation of the programme. The (CCRNS) FSL Officer will be responsible for assisting with the implementation of livelihoods activities, in addition to monitoring, capacity development, analysis and reporting. The (CCRNS) FSL Officer will have strong engagement with all aspects of the programme cycle, including assessment, planning, project design, implementation, monitoring, capacity building of local NGO and CSO partners, reporting, and evaluation of the program and preparing periodic reports. The position also involves understanding how the collection of projects fits within Mercy Corps’ grant and Mercy Corps wider strategy, with support and guidance from the Program Manager and considering new opportunities for programming.

Essential Job Responsibilities

Sub grants implementation

• (CCRNS) program Focal point in supporting partners to design and set up of FSL subwards/projects
• Ensure that the partners projects targets are met accordingly to the implementation work plan. This incudes being responsible for the quality of the periodical reports, updates and grants tracking system by ensuring that subawards records are kept up to date
• Closely follow the implementation of partner (CCRNS) program activities from the design phase through to implamantation and close out
• Coordinate internally with finance, compliance, humanitarian acess and program development teams, ensuring consistent approach to project design implementation and close out
• Maintain well organized and consistent filling system and tracking system for all project documentation and information
• Supervise monitoring activities to assess the quality and effectiveness of the (CCRNS) program activities, and provide follow up recommendation and solutions where there are problems in implementation.
• Help design project frameworks/objectives with local partners/NGOs and ensure taht projects are meeting Mercy Corps set criteria and standards.
• Organize and participate in the facilitation of meetings/workshops/trainings to help increase the capacity of staff and implementing partners in planning and implementation of food security and livelihood component under (CCRNS) program.
• Support local pratners troughout project life cycle and respond to their requests
• Keep day to day with all contextual changes and the impact on current and future projects
• Assist in any other task or duty assigned by the supervisor

Coordination and Representation

• Conduct themselves both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission or put the team, assets and mission at risk.
• Participate in and support internal office coordination and planning meetings and workshops.
• Provide support to the design and development of new proposals where requested.
• As required by the supervisor, represent Mercy Corps at cluster meetings, or other coordination fora/meetings.

Accountability to Stakeholders:

• Ensure that beneficiary communities are adequately informed about programs, are aware of their entitlements, are comfortable to give feedback and that feedback is used to improve the quality of our programs.
• Integrate M&E and accountability systems that are compliant with HAP international benchmarks, SPHERE and other relevant standards, as well as to Mercy Corps’ and Donors’ requirements.
• Help with the implementation of a Community Accountability and Response Mechanism
• Ensure all activities are gender-sensitive and follow Mercy Corps’ Gender Equity Policy.
• Apply to Do No Harm standards to ensure activities do not have detrimental effects on vulnerable communities.
• Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission or put the team, assets and mission at risk.

Other:

• Participate in and support internal office coordination and planning meetings and workshops.
• Assist in any other task or duty assigned by the supervisor.

Influence & Representation

• Identify, build and manage collaborative partnerships with sub-grantees, donors, local governments and other stakeholders.
• Communicate effectively to ensure overall project targets and donor obligations are met.

Security

• Ensure compliance with security procedures and policies as determined by country leadership..

Accountability to Beneficiaries

• Mercy Corps team members are expected to support all efforts toward accountability, specifically
  to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
• Team members are expected to conduct themselves professionally and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.

Accountability

Reports Directly To Peace and Conflict / Social Cohesion Program Manager based in Amman

Works Directly With All Mercy Corps support departments; Mercy Corps Syria Food Security and Livelihoods Technical Advisor; MEAL department; grants department, and staff from partner(s) organizations

Knowledge and Experience

• University Degree relating to development work, economic development/livelihood or agriculture,
• At least 3 years’ experience working in a non-governmental organization (NGO) focused on humanitarian assistance, relief or development work; experience with Peace and Conflict / Social Cohesion programming a plus.
• Arabic and English language written and spoken is essential, with professional-level fluency in English required
• Demonstrated expertise in implementation of humanitarian projects focusing on food security and livelihoods program, agriculture, business development, microcredit, value chain or related field.Experience in Multisectoral / Integrated humanitarian projects includes Peace and Conflict / Social Cohesion is a pluse.
• Demonstrated direct experience with project design and implementation, monitoring and evaluation and donor reporting for humanitarian programming,
• Experience in remote control working environment
• Experince in partnerships with local CBOs, CSOs, or other NGOs
• Experience in implementing, designing or monitoring cash or livelihoods programmes;
• Experience with emergency market mapping, value chain analysis, food security and livelihoods needs assessments and other relevant market assessment tools is preferred;
• Strong data management abilities;
• Demonstrated ability to collaborate closely with a broad range of stakeholders in different geographic locations, experience with remote control and management;
• Proven capacity to work cooperatively with colleagues from other departments in a team environment, and to engage with and lead a diverse group of people;
• Good organizational skills and basic project amanagemnt skills
• Understanding of participatory methodologies for project design, implementation and evaluation preferred;
• Active knowledge of humanitarian standards and codes, including SPHERE, HAP is an asset;
• Familiarity with the MS Office software (i.e. Word, Excel, and PowerPoint) is required;
• Knowledge of the Syrian conflict context a plus;

Success Factors

The successful candidate will have proven experience working effectively in Multisectoral / Integrated humanitarian projects includes FSL and Peace and Conflict / Social Cohesion programming. An interest in and commitment to growing and enhancing impactful programming is essential. S/he will have effective verbal and written communication, as well as multi-tasking, organizational, and prioritization skills. S/he will have demonstrated attention to detail, ability to follow procedures and work independently and cooperatively with team members. S/he should have excellent coordination skills.
