What will you do in this position?

The Food Security and Livelihoods Cluster (FSLC) works with partners and stakeholders to ensure a coordinated and effective food security response in humanitarian crises. In Ukraine the cluster supports the overall operational response the country through the coordination of tracking needs, maintaining data related to partner responses, and managing relationships with all stakeholders engaged on food security programming.

You will perform a range of tasks including collection, analysis, and interpretation of data, as well as interact with partners and prepare a variety of quantitative and qualitative inputs to both regular and ad-hoc reports.

How can you make a difference?

  • The Information Management Officer supports the FSLC with the collection of data and information required to make programmatic decisions. As such, the incumbent should liaise and communicate with a diverse group of stakeholders and act as a liaison between food security decision makers and technical information management staff.
  • Prepare a variety of quantitative and qualitative inputs to both regular and ad-hoc reports. Ensure accurate, timely reporting within the technical area of work (e.g. food assistance programmes, food security assessments, evaluations, reports), highlight trends and ensure consistency of information presented to all stakeholders.
  • Support coordination of the cluster meetings, including organizing regular forums, preparing presentations, presenting in meetings as well as taking minutes, as required.
  • Provide information management services to the cluster for key decision-making, including managing the FSLC databases. These services will include data collection, cleaning, collation, analysis, and dissemination processes relevant to the needs of the food security and livelihoods.
  • Within the specific area of responsibility, prepare a range of reports and data analysis for food assistance needs, resource utilization, programme status, and performance. Highlight trends, ensuring deliverables adhere to corporate standards and quality control.
  • Proactively gather information from FSLC partners and other organizations which may be of use to the FSLC for informing decisions.
  • Consistent information sharing to and from partners to facilitate project tracking and monitoring, and ultimately result in evidence-based decision making for strategic intervention and improved implementation.
  • Organize and manage the data input, initial analysis, and presentation for the FSLC, including setting up the FSLC information management data collection tools in accordance with the country context.
  • Collect information for and maintain Who What Where When and How Often (5W) database and derivative products. Identify and utilize secondary data and information resources, as needed.
  • Act as a point of contact for resolving various operational queries and problems within a specific area of responsibility. Ensure accurate, timely and consistent recording of data for all inputs.
  • Based on collected data, conduct needs and gap identification for the FSLC; facilitating and agreeing benchmarks to enable prioritization within the cluster.
  • Support the follow up on the food requests (including management of the database, following up with partners), as needed.
  • Develop simple, user-friendly reporting templates for partners and the Government authorities in consultation with FSLC team and other key stakeholders.
  • Create, manage, and maintain contact directories and mailing lists of FSLC.
  • Perform any other tasks that may be required.

Education: Advanced University Degree with emphasis in one or more of the following disciplines: political sciences, international affairs, social sciences, statistics, agriculture, development studies or a field relevant to international development assistance.

Experience: Proven prior experience of working as an information management officer; at least one year of working experience in managing complex tasks (may be public or private sector); experience in food security programmes is an added advantage.

Knowledge & Skills: The position is for a dynamic, agile and creative information management professional. Specifically, we are looking for:

  • proven knowledge, abilities and skills in the areas of preparing a variety of quantitative and qualitative information summaries and reports; strong knowledge of and experience in using advanced Excel;
  • In-depth knowledge of coordination methods, metrics and reporting systems;
  • ability to work in difficult environments, in often stressful time-critical situations; maintenance of contact database; advanced written and communication skills;
  • ability to work and learn quickly without need for external follow up, solve problems and proactively anticipate bottlenecks.
  • Ability to use data to effectively explain complex matters;
  • creative problem-solving skills and strong attention to detail; ability to see patterns and trends in data and pull-out insights;
  • strong track record of delivering results in a complex environment; strong organizational and detail-oriented skills; demonstrable ability to work independently and show initiative.

Language: Fluency (level C) in both in English and Ukrainian languages.
