We are
The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports his tasks of conducting the EU's Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity as Vice President of the Commission with regard to his responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU's external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.
The Division RM.SECRE.3 is responsible for the protection and registration of EUCI within all EEAS entities and during the transfer to Member States, other EU institutions, International Organisations, agencies and missions by the provision of classified communication and information systems (CCIS), along with the infrastructure, organisation, personnel and information resources required to develop, maintain and operate them.

The position of contract agent FGIV, as per article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS).
We look for
An IT Security Officer, supervising and assisting in the correct administration and management of classified Communication and Information Systems (CCIS) within the EEAS.
Under the direction of the Head of the Sector 'Security Studies and Accreditation', the person will be called to:
- Supervise the overall functioning of the security features of CCIS, analyse events and compose reports, with the support of the Security Operating Centre (SOC);
- Complement the system administrators in security-sensitive duties that require the application of the four-eyes principle;
- Actively participate in the change management process and Board for CCIS;
- Act as validator for entitlement management for CCIS, in support of the SOC;
- Draft and revise Security Operating Procedures (SecOPs), in close collaboration with the 'Defence and Projects' Sector;
- Monitor the correct implementation and application of the SecOPs;
- Perform IT security inspections to verify that the defined security posture matches with the existing configuration;
- Elaborate test strategies and test plans;
- Follow-up of IT security incidents, and in particular the impact on the security status of a CCIS;
- Draft technical reports;
- Take part in security studies, including risk analysis, recommendations or evaluations.
Legal basis
The vacancy is to be filled in accordance with the conditions stipulated under the Conditions of Employment of Other Servants of the European Union (CEOS). (1)
The successful candidate will be offered a contract agent position (Function group IV); renewable contract for a maximum duration of 6 years (with a valid CAST exam).
Eligibility criteria
Candidates for this contract agent IV post should:
(i) have passed a valid EPSO CAST in FG IV;
or
(ii) be registered in the EPSO Permanent CAST in FG IV (https://epso.europa.eu/en/job-opportunities/open-for-application )
- have completed university studies of at least three years attested by a diploma;
- have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset;
- be a national of one of the Member States of the European Union and enjoy full rights as a citizen.
SELECTION CRITERIA:
Candidates should have:
- A sound background and experience on IT systems and networks, and on IT security;
- An established track record in IT security;
- Experience with classified CIS, OR a strong interest and motivation to specialise in this domain within a limited timeframe;
- Professional collaboration skills; a friendly, accommodating and solution oriented attitude, whilst functioning within the limits of strict security policies;
- Strong drafting and communication skills;
- The ability to work autonomously and precise, and to deliver results in a timely manner;
- Knowledge of English and French would be considered an asset;
- A valid Personnel Security Clearance (PSC) at the level of SECRET UE would be an asset.
Specific conditions of employment
The signature of the contract will be subject to prior favourable opinion of the Medical Service.
The successful candidate must undergo security vetting if she or he does not hold already a Personal Security Clearance to an appropriate level, in accordance with relevant security provisions.

The selection panel will make a pre-selection on the basis of the qualifications and professional experience described in the CV and motivational letter, and will produce a shortlist of eligible candidates who best meet the selection criteria for the post.
