Job Purpose:

MANAGE ALL POLICIES AND PROCEDURES TO ENSURE COMPLIANCE WITH ALL REGULATORY AND STATUTORY FRAMEWORKS GOVERNING DPM AND ALL ITS BUSINESS ENTITIES. DELIVER “ONE STOP SHOP” SERVICES TO ALL TA’ZIZ INDUSTRIAL PARK INVESTORS CREATING FASTER, EFFECTIVE, AND MORE EFFICIENT INVESTMENT PROCESS. ACT AS A SINGLE POINT OF CONTACT FOR TA’ZIZ INVESTORS FOR GOVERNMENT SERVICES AND MANAGE ALL RELATION SERVICES WITH MORE THAN FIFTEEN DIFFERENT GOVERNMENTAL AGENCIES, DEPARTMENTS, AND MINISTRIES. SERVE AS THE OFFICIAL CHANNEL OF COMMUNICATION BETWEEN DPM AND TA’ZIZ JV BUSINESS ENTITIES RESPONSIBLE TO RELEASE AND PROVIDE INFORMATION TO ALL STAKEHOLDERS, HANDLE INQUIRIES AND PROVIDE FEEDBACK TO DPM.

Key Accountabilities:

• Contribute effectively to the establishment of independent entity of Derivative Park Management (DPM).

• Manage government relation services to deliver “One Stop Shop” including establishing and maintaining close and regular contacts with more than fifteen government agencies, departments, and ministries on behalf of investors to ensure all requirements such as registrations, licenses, inspections, and approvals are adhered by and obtained.

• Create strategy to connect with all external and internal entities, remain informed about changes in governmental policies, protect ADNOC interest/reputation and act as the single point of contact between investors and government agencies, departments, and ministries with respect to all matters legal and regulatory.

• Institute and establish a framework where investors can establish business through a simplifies process in relations to government affairs.

• Execute front/ back-office concept as part of “One Stop Shop” services; investors deal directly with the front office and are offered the support they need while the back-office coordinate directly with all internal and external agencies to provide a fully integrated service through one channel to investors.

• Guide and support IT in the development of an easy to use, error free, quick, and efficient IT system which will be the official digital platform used to provide “One Stop Shop” services to investors from pioneer to construction to steady state operations stage.

• Establish and maintain MOU’s with governmental agencies, departments, and ministries; ensure obligations by parties are met; review, renew and terminate agreements as applicable and deemed necessary in coordination with the Legal function.

• Responsible to create/ update policies and procedures to ensure compliance and consistency with all government updates and requirements; apply practices for investors to ensure operational requirements, ADNOC policy and government regulations are followed.

• Ensure investor adherence to governmental requirements related to inspections, support investors in preparation of inspection reports and confirm compliance.

• Build robust investor relations strategy and framework and define all relevant investment relations information; develop, update, and maintain Investors database.

• Ensure compliance on regulatory and statutory matters and that DPM framework / policies are abided by all business entities.

• Maintain and improve DPM profile with park information to help relevant teams on business development and investment drives as and when required.

• Maintain cordial and professional relationships between all the Industrial Park’s Business entities, stakeholders, external entities, and conduct business with the highest standards of ethics and compliance.

Supervision:

• Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.

• Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective department objectives.

Budgets:

• Provide input for preparation of the functional budgets and assist in the implementation of the approved Budget and work plans to deliver department objectives.

• Investigate and highlight any significant variances to support effective performance and cost control.

Policies, Systems, Processes & Procedures:

• Implement approved Department policies, processes, systems, standards and procedures in order to support execution of the Department work programs in line with Company and International standards.

Performance Management:

• Contribute to the achievement of the approved Performance Objectives for the function in line with the Company Performance framework.

Innovation and Continuous Improvement:

• Design and implement new tools and techniques to improve the quality and efficiency of operational processes.

• Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with best Industry standards in order to define intelligent solutions for issues confronting the function.

Qualifications, Experience, Knowledge & Skills:

Minimum Qualification:

• Bachelor’s degree in Engineering, Finance, Law or Business or in a relevant field.

Minimum Experience & Knowledge & Skills:

• 10 years of relevant business and management experience.

• More than 5 years within the Oil & Gas Industry.

• Experience or knowledge in governmental policies is preferable.

• Excellent planning, organization, and project management skills.

• Excellent leadership, communication, and soft skills.

Work Condition:

Physical Effort & Work Environment

• Minimal – regular walking, standing and keyboard use, as required.

• Frequent business travels within Abu Dhabi and overseas and occasional site and governmental agency visits as and when needed.

• Mostly air-conditioned environment. Exposed to prevailing environmental conditions during plant visit; may be required to use protective safety clothing or gear while visiting plants.
