ORGANIZATIONL CONTEXT

The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or Head of Field Office.
At this level, job holders are responsible for technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. They independently handle a wide range of specialized programme or policy support activities and may be involved in analytical work. Work performed typically has a substantial impact affecting other parts of the programme. Job holders demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations. They may act as technical focal points in the area of vulnerability assessment and analysis. Job holders set objectives, resolve wide-ranging issues and unforeseen problems, supervise and coach a team of support staff within an area of responsibility.

JOB PURPOSE

The Disability Inclusion Officer to help advance the implementation the priorities and actions set out in RBB Regional Iniative on Disability Inclusion to operationalize the plan as appropriate in their context. The Advisor will need to coordinate closely with technical experts in RBB/Headquarters and contribute to corporate learning and efforts under the WFP Disability Road Map.

KEY ACCOUNTABILITIES (not all-inclusive)

  • • Coordinate the implementation of the activities under the Disability Inclusion Initiative for Afghanistan and the Disability Inclusion Workplan of the office
    • Provide secretarial support to the Advisory Group and Implementation Team on Disability Inclusion and manage relevant technical agencies and their engagement and support to the programme in Afghanistan;
    • Provide technical advice and support to Afghanistan heads of unit for programme, supply chain, administration and human resources and their teams to implement respective priorities and actions under the country workplans;
    • Provide technical advice and support to Afghanistan technical teams to identify and gain a deeper understanding of barriers and challenges for disability inclusion and recommend ways to overcome those;
    • Provide guidance on integration of disability considerations in tools, processes and plans across the programmes cycle from data collection for vulnerability analysis to programme design and implementation to monitoring and reporting as well as advocacy and translation of analysis into policy and technical recommendations to government;
    • Adapt and apply the existing tools, approaches and guidance as they relate to disability inclusion;
    • Produce and support the dissemination of knowledge management products and good practice on disability inclusion that can contribute to corporate learning and vice versa;
    • Support identify and build meaningful partnerships with National and local Organizations of Persons with Disabilities (OPDs) and other UN agencies and organizations with expertise in disability-specific programming and mainstreaming;
    • Support Afghanistan advocacy and communication efforts on disability inclusion;
    • Network and coordinate with local platform/alliances of Humanitarian Agencies in facilitating access to relevant services/resources among the persons with disabilities;
    • Ensure disability disaggregated data management across the intervention;
    • Extend regular on-the-job coaching and mentoring to Afghanistan colleagues to institutionalize disability inclusion;
    • Facilitate, identify and promote leadership among the persons with disabilities in the intervention area to create a pool of community led resource persons for disability inclusive facilitations and interventions;
    • Support broader Afghanistan CO efforts to sensitize and build awareness of staff on disability inclusion and its relevance to their work;
    • Provide feedback from the Afghanistan initiative to inform WFP RBB and Headquarter’s implementation of the WFP Road Map on Disability Inclusion, lesson learned and post-roadmap work;
    • Support preparing briefing notes and proposals and inputs for advocacy materials on disability inclusion.
    • Rapresent WFP as the Disability Incluson Working Group and other relevant.

STANDARD MINIMUM QUALIFICATIONS

Education:
Advanced degree in one or more of the following disciplines: social sciences, development studies, international relations, public heath, medical, sociology or other disability-related or relevant field.

Experience:

• Consultancy I: At least 3 years of progressively responsible professional experience in development projects or humanitarian assistance, of which at least one dedicated to disability inclusion
• Consultancy II: At least 6 years of progressively responsible professional experience in development projects or humanitarian assistance, of which at least four dedicated to disability inclusion;
• Demonstrated field and policy and practice-oriented experience working on disability inclusion is required;
• Experience in delivering training and conducting capacity-building for field operations and supporting senior managers in implementing new concepts;
• Experience in operational research and programme design in the areas covered under this TOR;
• Experience in delivering this work in Afghanistan;

Competencies:

• Strong analytical, written and oral communication skills, as well as conceptual thinking are essential;
• Client orientation with excellent interpersonal skills;
• Proven ability to produce outputs independently, while at the same time seeking innovative ways; to integrate areas covered by this TOR in the work of other relevant units; and
• Excellent command of English (written and spoken) is essential for this job.
• Knowledge of Dari and Pashto.
