The Program / Department / Team

Mercy Corps has worked in Jordan since 2003 to implement a variety of programs funded by global public institutions, as well as private donors to meet the urgent needs of vulnerable populations, build cohesive and civically engaged communities, and increase inclusive economic opportunities. Mercy Corps’ current portfolio in Jordan focuses on three domains: resilient individuals, strong communities and governance, and environmentally sustainable and inclusive economic growth. Mercy Corps integrates crosscutting themes of youth, gender equality and empowerment, governance, natural resource management and technology.

The Position

Civil society and media are vital to advancing effective and inclusive civic engagement and participation in Jordan, yet they face profound challenges, including shrinking civic space, mistrust among their constituents and complex new threats to their long-term sustainability. The Strengthening Civil Society System (Sawt) project is a 5-year USAID funded project that aims at supporting sustained civic engagement in Jordan through civil society and digital media innovations through Good, Trusted Knowledge-Building Resources and Participation & Advocacy. Mercy Corps as a consortium partner with Internews (the consortium Lead Partner), Al Jidara, International Center for Non-Profit Law (ICNL) and the Arab Renaissance for Democracy and Development (ARDD) (the Sawt team), Mercy Corps will be working closely with all partners to achieve the project goals but will be specifically responsible to lead the Civil Society strengthening and Advocacy component, to achieve results on the CIVIL SOCIETY LEGITIMACY AND PERFORMANCE, Mercy Corps will work with CSOs and other civil society actors to improve their performance and capacity to serve their constituencies, build sustainable networks and lead impactful advocacy and citizen engagement.

The Civic Engagement Officer will support CSOs and community groups with capacity building and manage logistics and support needed at the community level to ensure awareness of the program within the community and in the facilitation of activities. Responsible for day-to-day implementation and ongoing communication with all partners and community groups, they are supervised by the Regional Coordinators.

Essential Responsibilities

  • Establish and maintain good working relationships with the program stakeholders in targeted communities including youth, community leaders, relevant government bodies, CBOs, CSOs, and communities.
  • Follow up on the project activities and deliverables in five governorates.
  • Travel/ drive to project locations as planned and required in coordination with Community Outreach Coordinators and other field officers for day-to-day implementation of project activities.
  • Work closely with Community Engagement Coordinator and Organizational Development Senior Coordinator on trainings follow up and mentoring to the project participants’ attendance, logistical support.
  • Ensure the sustainability of implemented project activities in accordance with project scope and report on the beneficiaries who benefit from the activities.
  • Identify outreach activities through dialogue sessions with project stakeholders (youth, community leaders, CSOs and Gov rep) following the criteria selected by the project.
  • Follow up on the successful implementation of the project activities ensuring the compliance with the scope of the project.
  • Conduct regular meetings with community members to discuss project plan to ensure timely implementation of project goals.
  • Ensure monitoring of project activities, and contribute to the project evaluation, including end of project survey and interviews.
  • Document all program activities on activity log sheet, achievements and challenges in weekly reports.
  • Submit required reports (field visit reports, activity reports, weekly reports) to the community Engagement coordinator
  • Facilitate and coordinate visits, assessments, research to reflect project activities impact.
  • Ensure proper visibility of project activities.
  • Coordinate with procurement, logistics, and security, administration, and human resources teams to ensure operational systems support advocacy activities.
  • Accountable to PM@MC (Mercy Corps Project Management) minimum standard implementation within the program.

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. Minimum Qualification & Transferable Skills

  • A university degree in Management, International Development.
  • At least 3 years of experience in international development or humanitarian assistance programs.
  • Experience in civic engagement and outreach.
  • Experience in project implementation and support of emergency and relief programs.
  • Experience in conducting community participation activities.
  • Fluent in both Arabic and English.
  • Strong verbal and written communications skills.
  • Strong proficiency in Microsoft Office applications including Excel and Word.
  • Valid driver’s license and willingness to travel to targeted communities in different governorates.
