BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. WFP works to save and change the lives of more than 115.5 million people in over 120 countries and territories. WFP is among the first on the scene in an emergency, providing food and other assistance to the victims of conflict, drought, floods, earthquakes, hurricanes and crop failures, as well as pandemics such as the global outbreak of COVID-19. At the same time, we keep a sharp focus on sustainable development, providing governments with the support and skills to manage food security in the long term.
A world without hunger can only be achieved if everyone has equal opportunities, equal access to resources and equal voice in decisions that impact their households, communities and societies. Our assistance can help create pathways to peace, as recognized in the awarding of the Nobel Peace Prize to WFP in 2020.
WFP and its implementing partners work in 16 provinces of Ecuador, with 50 team members in the main office in Quito, and 20 in its field offices.
During 2021, the Ecuador Country Office (CO) provided assistance to 280,000 beneficiaries, mainly through CBT as well as capacity strengthening at different levels (individual, community, national) which require advanced data management and protection both for WFP and its beneficiaries. Moreover, the CO needs to strengthen its positioning with different stakeholders and put forward innovative actions and programs that capture the attention and interest of national and international donors, diversifying the CO's portfolio. To this end, the Monitoring and Evaluation unit needs to identify strategic information and key indicators to support various advocacy actions.
A RAM officer is needed to provide technical advice in monitoring and data management of WFP implemented activities and projects in Ecuador, and to contribute to the presentation of key information on WFP operations in Ecuador to facilitate informed and timely decisions at all levels throughout the organisation.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct guidance of the Senior Monitoring and Evaluation Associate, and under the general supervision of the Deputy Country Director, who leads the Program Unit, the Consultant will perform the following tasks:
- Coordinate the collection of information with field teams, local partners and/or external consulting teams to support the monitoring of programs, projects or activities established in each of the country office's strategic objectives.
- Participate in the elaboration of the annual monitoring plans considering each strategic objective, the implementation processes and the established logical framework.
- Develop, validate and adjust data collection tools; as well as recommend innovative processes for data collection in the context of emergency or remote areas.
- Facilitate the regular follow up, extraction and analysis of monitoring and operational data from corporate project management systems (COMET) to improve its use and usefulness
- Act as focal point on the provision of daily technical support of the Corporate Project Management and Reporting System (COMET)
- Collect, analyze, systematize and prepare data for corporate and donor reporting. Prepare reports and PPTs with key findings and feasible recommendations to improve the implementation processes of the activities.
- Train WFP staff, local partners and/or external consultants in the use and application of food security indicators and monitoring tools.
- Develop dashboards (Tableau) for monitoring and control of projects and programs that are implemented (Data quality).

DELIVERABLES AT THE END OF THE CONTRACT:
- Effective coordination and timely data collection in the framework of the CSP.
- Monitoring and follow-up plans implemented
- Data collection tools adjusted to the priorities of each Strategic Objective.
- Timely recorded data in COMET and other corporate systems
- Internal coverage data reports delivered as required by each Strategic Objective.
- Quality control dashboards developed and operational (Tableau) and proper information control.
- CO capacities for improved corporate reporting, strategic and operational reporting and result-based monitoring as well as external (government, implementing partners) M&E capacities strengthened.
