Legal Research Officer
Background:
The leading government institution was established in November 2019 to coordinate, support and drive the implementation of reforms under the Five-Year Reform Matrix. Additionally, the leading government institution will provide necessary technical assistance and capacity building to Government Ministries and entities to support and expedite the implementation of reforms.
The leading government institution will oversee the implementation of the Five-Year Reform Matrix; ensure reforms are designed in consultation with stakeholders; report to the Government of Jordan (GoJ) and development partners on progress; and coordinate between GoJ entities and development partners to ensure implementation and alignment of donor programs with national priorities. Furthermore, the leading government institution will produce and disseminate information and communication materials to inform all target groups, including the private sector and the public, of the progress of implementation and impact of reforms.
The Five-Year Reform Matrix consists of nine pillars:
- Pillar 1: Pursue Macroeconomic Adjustment, Narrow Imbalances, Manage Risks, and Improve Public Sector Efficiency.
- Pillar 2: Reduce Business Costs, Improve Regulatory Quality, and Increase Competition.
- Pillar 3: Drive FDI and Promote Export Development of Products, Services, and Markets.
- Pillar 4: Deepen Access to Finance from Banks and Non-Bank Financial Institutions.
- Pillar 5: Create More Flexible Labor Markets for Job Creation.
- Pillar 6: Expand and Improve Social Safety Nets to Better Protect the Poor and Vulnerable.
- Pillar 7: Improve Public Transport Efficiency and Access.
- Pillar 8: Increase Energy Efficiency and Access.
- Pillar 9: Promote Water Security and Agribusiness.
The Reform Support Fund is lodged at leading government institution and managed by the The leading government institution. It will finance just-in-time technical assistance in support to line ministries involved in designing, implementing, and monitoring the Five-Year Reform Matrix.
Project Context:
There is a need to activate the role of the Legal Affairs Unit at the leading government institution in carrying out its main tasks and duties required mainly related to providing legal opinion and advice required pertinent to the leading government institution’s operations, and conducting review of agreements, treaties and MoU's, and supporting the leading government institution in reviewing the policies from a legal perspective.
Main Function:
The Legal Research Officer will work with within the Legal Affairs Unit at the leading government institution to provide any legal opinion and advice required, assist in reviewing agreements and treaties and support the leading government institution to review policies and regulations under the Reform Matrix and any other programs and provide recommendations when need.
Responsibilities:
The Legal Research Officer will be responsible for the following key tasks:
- Prepare briefs and preliminary drafts of legislative legal material pertaining to the ministry's portfolio.
- Review and draft legal documents such as contracts, agreements, opinion and briefs, and prepares letters and other documents.
- Support the leading government institution in reviewing policies and regulations under the Reform Matrix and other programs from a legal perspective.
- Review and formulate recommendations to amend legislation pertinent to the leading government institution.
- Provide the leading government institution with legal advice when needed.
- Develop and maintain an up-to-date repository of laws, judgments, contract precedents and other related material pertinent to the ministry's operations.
- Represent The leading government institution on committees and at meetings, conferences and workshops.
- Liaise with other departments/Units and external agencies regarding the work of the ministry.
- Perform other of duties as assigned.
Qualifications:
- Minimum five years and maximum seven years of experience in legal research.
- Bachelor of Law Degree from a recognized institution.
- Considerable knowledge of legal research principles and techniques.
- Knowledge of the laws and regulations pertinent to the ministry's operations.
- Knowledge of legal drafting principles and practices.
- Knowledge of the regulations and instructions pertinent to the civil servants.
- Proficiency in the use of Microsoft Office Suite.
- Ability to use the internet for research purposes.
- Ability to conduct legal research work of varying complexity.
- Ability to analyze and interpret law and legal issues.
- Ability to maintain confidentiality.
- Proficient in both Arabic and English.
- Must be a Jordanian National.
