GFMIS Project Manager
Background:
The leading government institution was established in November 2019 to coordinate, support, and drive the implementation of reforms under the Reform Matrix. Additionally, the leading government institution will provide necessary technical assistance and capacity building to Government Ministries and entities to support and expedite the implementation of reforms.
The leading government institution will oversee the implementation of the Reform Matrix; ensure reforms are designed in consultation with stakeholders; report to the Government of Jordan (GoJ) and development partners on progress; and coordinate between GoJ entities and development partners to ensure implementation and alignment of donor programs with national priorities. Furthermore, the leading government institution will produce and disseminate information and communication materials to inform all target groups, including the private sector and the public, of the progress of implementation and impact of reforms.
The Reform Matrix consists of eleven pillars:
- Pillar 1: Pursue Macroeconomic Adjustment.
- Pillar 2: Improve Public Sector Efficiency and Governance
- Pillar 3: Reduce Business Costs, Improve Regulatory Quality, and Increase Competition.
- Pillar 4: Drive FDI and Promote Export Development of Products, Services, and Markets.
- Pillar 5: Deepen Access to Finance from Banks and Non-Bank Financial Institutions.
- Pillar 6: Create More Flexible Labor Markets for Job Creation.
- Pillar 7: Expand and Improve Social Safety Nets to Better Protect the Poor and Vulnerable.
- Pillar 8: Improve Public Transport Efficiency and Access.
- Pillar 9: Increase Energy Efficiency and Access.
- Pillar 10: Promote Water Security.
- Pillar 11: Promote Agribusiness.
- Pillar 12: Strengthen the Tourism Sector.
The Reform Support Fund is lodged at The leading government institution. It will finance just-in-time technical assistance in support to line ministries involved in designing, implementing, and monitoring the Reform Matrix.
Project Context:
The Ministry of Finance would like to hire a senior GFMIS Project Manager that will handle the technical day-to-day management of the GFMIS project, and assist in the technical management of the components, and liaise directly with the Secretary-General of the Ministry of Finance.
Main Function:
The GFMIS Project Manager will be seconded by the leading government institution to have overall responsibility for the technical management of the GFMIS project. It is important for this individual to have extensive project management experience to manage all aspects of the project and ensure that all the components work together as one team to successfully implement the GFMIS across the Government of Jordan. The project manager as a senior member of the project team has a responsibility to ensure the success of the system and be actively involved in ensuring that all Government spending agencies adopt the system as the Government’s financial management system. Therefore, the project manager has a responsibility to proactively seek the support of the Ministry of Finance senior executives.
The GFMIS Project Manager will also undertake all day-to-day matters concerning the smooth implementation of GFMIS. It is important to have someone knowledgeable in the GFMIS project matters to undertake the day-to-day matters associated with the project, including planning, managerial liaison, monitoring performance of the project working closely with the Ministry’s Senior Staff and preparation of reports for submission to the higher-level authorities.
The GFMIS Project Manager will also undertake contract management activities. The Project Manager is responsible for managing the Legislative & Financial matters of the project including but not limited to referencing contractual agreements and documentation, examination of vendor invoices and coordinating with the responsible units in the MOF for processing contractual payments to the vendor, and reporting. Finally, he/she will provide independent advice. The project manager is responsible for providing independent advice to the H.E. Minister of Finance and H.E. Secretary General of Finance in relation to the status of the GFMIS project (Directorate).
Responsibilities:
The GFMIS Project Manager will be responsible for the following key tasks:
- Assist in the strategic direction of the project and provide technical leadership to produce project results as well as overall management of the operational aspects of the project.
- Set and pursue a results-oriented strategy in coordination with the team, the client, partners, and other stakeholders.
- Manage all aspects of the GFMIS project and provide strategic advice while ensuring project deadlines are met.
- Develop the necessary relationships with the Government, and relevant stakeholders to achieve acceptance and approval for the major milestones for the project.
- Provide project advice to H.E. Minister of Finance, H.E. Secretary-General of Finance.
- Work closely with the Senior Executive Team in all Ministries to ensure adoption of GFMIS.
- Management of changes and problems and other tasks as directed.
- Provide monthly progress reports to the leading government institution on all tasks assigned and performed.
Deliverables
The GFMIS Project Manager is expected to submit, but not limited to, the following deliverables:
- High-level monthly report of the updates on all tasks assigned and performed (especially related to operational aspects of the GIFMIS project).
- Quarterly progress report on all tasks assigned and performed including recommendations for improvement.
- Technical reports and presentations on suggested future tasks to be implemented.
Qualifications:
- University bachelor's degree in accounting or related field, management, business administration or finance.
- Minimum of 10 years’ experience in public financial management.
- Must have at least 5 years’ experience in Enterprise Resource Planning project management and delivery experience in the government sector.
- Must have working experience with GFMIS.
- Track record as project manager in implementation, monitoring and evaluation and closed-out of projects.
- Proven ability to lead/motivate multi-disciplinary teams under complex conditions.
- A proven track record of highly successful representation and cooperation with public and private sector teams with superior external relationship skills.
- Knowledge of project management methodology.
- Excellent organizational skills and ability to bring assignments to completion.
- Effective communication and negotiation skills.
- Advanced level in written and oral English.
