Program/ Department Summary

Mercy Corps has worked in Jordan since 2003 to implement a variety of programs funded by global public institutions, as well as private donors to meet the urgent needs of vulnerable populations, build cohesive and civically engaged communities, and increase inclusive economic opportunities. Mercy Corps’ current portfolio in Jordan focuses on three domains: resilient individuals, strong communities and governance, and environmentally sustainable and inclusive economic growth. Mercy Corps integrates cross-cutting themes of youth, gender equality and empowerment, governance, natural resource management and technology.

General Position Summery

The Inclusive Security and Resilient Youth (ISRY) project aims to build community resilience and prevent violence at the individual, community, and national levels, with a focus on women and youth.

The project will work closely with targeted communities in Jordan to enhance community engagement with security actors and will implement interventions to mitigate local drivers of crime, violence and gender-based violence, in addition to supporting the Public Security Department (PSD) and the Jordanian National Action Plan on Youth Peace and Security.

The project will:

  • Enhance youth and community participation in initiatives for the prevention of violence, including in the online space.
  • Create a more trusted and gender equal partnership between Public Security Department (PSD) and women, men, youth, and all ethnicities in promoting peace and security.
  • Facilitate greater participation of youth and women in peace and security at the national level, including in leadership.

The Senior Project Manager provide overall leadership, management and strategic vision to the implementation of the “Inclusive Security and Resilient Youth” project, to ensure that the program meets its targets and deliverables on-time and within budget. The Senior Project Manager will supervise program staff and ensure accountability to Mercy Corps policies and donor rules and regulations, in addition to having close oversight of risks and issues arise. S/he will be the primary program representative to donors, relevant government entities, partners, other implementers, and stakeholders. The Senior Project Manager will be responsible for coordinating with consultants, Mercy Corps’ global Peace and Governance Technical Support Unit (TSU), local communities, local organizations and government institutions needed for the success of this project.

The Senior Project Manager is a member of the Extended Senior Management Team and reports to the Director of Programs.

Essential Job Responsibilities

Strategy and Vision

  1. Lead the development of a vision and strategy for the program and share with program team and key stakeholders.
  2. Contribute to the development of extensions to the program and future programing in the similar fields for FCDO and other donors.

Program Management

  1. Manage all operations related to the “Inclusive Security and Resilient Youth” project according to the work plan, budget and implementation strategy.
  2. Oversee program start-up, management and administration. Ensure program implementation is on time, target and budget, using effective M&E systems to reach desired impacts.
  3. Ensure that program implementation is responsive to communities and partners and consistent with Mercy Corp’s relevant program guidelines, principles, values, quality standards and strategic plan.
  4. Ensure beneficiaries are effectively targeted according to transparent criteria.
  5. Develop partnership frameworks, partner agreements/Memorandum of Understandings, and oversee partner capacity building.
  6. Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.
  7. Supervise and/or review the work of program consultants.
  8. Coordinate with procurement, logistics, security, administration, infrastructure and human resources teams to ensure operational systems support field activities.
  9. Organize meetings, community engagement and awareness raising/ information dissemination events.
  10. Accountable to PM@MC (Mercy Corps Project Management) minimum standards implementation within the program.

Team Management

  1. Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  2. Supervise, hire and orient new team members as necessary.
  3. Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
  4. Ensure the integration of team members into relevant decision-making.
  5. Ensure appropriate capacity building is available for staff to meet PD expectations and grow in their work.
  6. Ensure appropriate team structure is designed and updated as necessary.
  7. Ensure implementation of safeguarding policies and procedures in all interactions with program team members.

Monitoring and Evaluation & Quality Management

  1. Support and participate in monitoring and evaluation system design and implementation for all aspects of the project, including monitoring program progress by developing and applying monitoring tools to inform reports to donors and key stakeholders.
  2. Participate in developing data collection tools.
  3. Facilitate documentation of project data, lessons learnt and best practices for internal and external sharing.
  4. Ensure implementation of safeguarding policies and procedures in all interactions with program partners and participants with regards to data and data collection.

Finance and Compliance Management

  1. Manage the project budget, and prepare monthly updated BvAs.
  2. Ensure compliance with donor and Mercy Corps regulations.
  3. Create and maintain systems to ensure effective and transparent use of financial resources for timely and informative reporting in line with program, donor and Mercy Corps needs.

Representation & Coordination

  1. Represent Mercy Corps at government, donor, NGO and other relevant events, in close coordination with the Country Director and Directors of Programs.
  2. Coordinate activities with consortium partners, subgrantees, local government and other implementers, as well as with other Mercy Corps programs.
  3. Ensure proper facilitation and coordination for obtaining needed governmental approvals for project implementation.
  4. Insure proper facilitation and coordination for CARM integration within the project.

SECURITY

  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Ensure safety and security of project participants, program teams and enforce Mercy Corps security protocols.

ORGANIZATIONAL LEARNING

  • As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.

ACCOUNTABILITY TO BENEFICIARIES

  • Mercy Corps team members are expected to support all efforts toward accountability, specifically

to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Supervises the three components leads, the MEL Senior Coordinator and the Admin Officer

Works Directly With: Finance Manager, Operations Manager, PaQ Director, admin and procurement teams, and Peace and Conflict TSU

Knowledge and Experience

  • University degree in international development, social work, social sciences, human rights, or other relevant field required, MA preferred;
  • At least 10 years of experience in international development or humanitarian assistance programs.
  • Experience in managing international donor projects.
  • Expertise in the fields of youth, peace building and psychosocial support, communications, community mobilization, and collaborative action planning.
  • Strong management skills, with good understanding of relevant cross-cultural issues and ability to work with refugee and host community populations.
  • Proficiency in written and spoken English and Arabic.
  • Proficiency in Microsoft Office applications including Excel and Word.

Living Conditions / Environmental Conditions

The position is based in Amman, Jordan or other Middle East Mercy Corps locations and it requires up to 40% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited. Housing for this role is in individual housing and staff will have access to good medical services and the living situation is of a high standard.
