BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. The Emergency Operations Division (EME) supports WFP’s Regional Bureaus (RBs), Country Offices (COs) and partners to prepare and respond to current and future emergencies in a rapidly changing humanitarian environment. EME provides a field-focused, service oriented, steering and convening role focusing on forward-looking preparedness and support to emergencies to ensure a swift, coordinated, and integrated response. In particular, the ability to timely deploy surge staff with the required operational experience and technical skills remains a critical factor for effective emergency response. The Global Surge Coordination Unit (GSCU) within EME identifies, upskills and deploys emergency response staff in support of life-saving operations where required. It is responsible for managing the process of identifying and deploying personnel in response to staffing requests, leveraging a pool of qualified candidates. The GSCU also maintains Standby Partnerships with governments and NGOs to field technical experts when needed. It also holds the Surge Learning team which capacitates staff through a curated learning journey that ensures those deployed have the right skills to make an impact. The Surge Learning team is recruiting a Training Specialist to design and deliver world-class learning programmes online and face to face, in order to ensure WFP’s global workforce is ready to respond in emergencies. The role will focus on servicing a range of internal clients with targeted and bespoke learning solutions.
ACCOUNTABILITIES/RESPONSIBILITIES:
• Design, develop and facilitate world class learning solutions online and face to face in line with the Emergency Operations Division’s learning strategy to create a pool of high performing humanitarian leaders and responders;
• Develop interactive, creative session plans for online and in person delivery to meet preestablished learning objectives of the SURGE Emergency Responder Learning Path;
• Deliver learner-centric, participatory webinars for our emergency responder training courses, making use of the latest online facilitation tools on the market;
• Adapt and optimise existing training materials and manuals for online delivery creating engaging, interactive learning experiences;
• Develop needs based custom online learning journeys in WFP’s Learning Management System (CrossKnowledge LMS) to meet the requirements of the SURGE Emergency Responder Learning Path aimed at suitably equipping staff to deploy globally;
• Leverage latest trends in instructional technologies to augment GSCU’s learning portfolio and provide staff with exceptional learning experiences e.g. Augmented Reality;
• Design and facilitate Training of Trainers to enable large scale standardized inductions to be run worldwide;
• Manage communities of practice for continuous capacity development targeting emergency responder alumni network;
• Implement training evaluation processes (Kirkpatrick Levels 1-4) to measure the effectiveness of courses;
• Facilitate and advise on workshops and training events for other divisions and partners as requested • Liaise with other WFP training units and partners for potential efficiencies in training delivery.
DELIVERABLES QUALIFICATIONS AND EXPERIENCE REQUIRED:

QUALIFICATIONS AND EXPERIENCE REQUIRED:
Education:
Continuous analytical and technical support towards the development and implementation of in-person and virtual training/learning programmes in line with the objectives of the SURGE Emergency Responder Learning Path.
Experience:
• Minimum of six years experience in design and facilitation of participatory training. Experience creating and facilitating interactive online workshops and blended learning solutions essential.
• Demonstrated experience in working across all phases of learning design and delivery
• Demonstrated experience in working with latest tools and virtual environments for online training delivery and collaboration (e.g. Zoom, Miro, Microsoft Teams, Google Jamboard, Mural)
• Track record in leveraging learning technology in the design and delivery of learning programmes
• Experience in working with subject matter experts to build learning programs and performance support tools across a range of functional areas • Work experience in the UN System, NGOs or INGOs is desirable
Knowledge and Skills:
• Excellent facilitation skills. Adept at catering for all learning styles and bringing cross-cultural groups together through interactive learning experiences.
• In-depth expertise and application of models of learning design/adult learning theory; learning needs analysis and learning evaluation methods.
• Excellent interpersonal skills to collaborate with subject matter experts across business functions, levels and geographical areas.
• Able to quickly build knowledge and understanding of organisational needs and translate into learning solutions.
• Intermediate to advanced level technical competence across a range of online learning tools
• Knowledgeable on recent trends in online learning design and delivery.
• Strong creative problems solving skills; agile, flexible and patient; ability to work with ambiguity, constructive approach to overcoming challenges and build consensus across diverse and global teams.
Languages:
Fluency in oral and written English is essential. Intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.
