BACKGROUND
Organizational Setting and Reporting Relationships: The UN Office for the Coordination of Humanitarian Affairs (OCHA) is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions
This job opening is being advertised for the position of Humanitarian Affairs Officer (Humanitarian Notification System and Analysis) located in the Access/Civil Military Coordination Unit of the OCHA Regional Office for Syria Crisis and reports to the Head of the Access/Civil Military Coordination Unit.
DUTIES & RESPONSIBILITES
Under the general supervision of the Head of the Access/Civil Military Coordination Unit. The Humanitarian Affairs Officer (HNS and Analysis) will be responsible for the following duties:
Humanitarian Notification System (HNS)
- Ensure the timely process of humanitarian notifications for static sites and movements (road and air)
- Ensure timely liaison with, and support to, main stakeholders of the HNS (OCHA hubs, humanitarian partners, Parties to the Conflict – PTTCs)
- Support the timely submission of monthly updated lists to PTTCs and ensure accuracy of data.
- Organize briefing/awareness sessions on the HNS for humanitarian partners and/or PTTCs as requested
- Monitor, analyze and report on the Humanitarian Notification System in Syria. Support the preparations of key messages related to notifications.
- Organize technical review meetings to support development of the Humanitarian Notification System including an annual cleanup exercise
- Understand and support the sourcing of relevant technology that can support the preparation, processing and transmission of notifications.
- Support discussions around and timely roll out of online database for HNS
- Contribute to the preparation of various written and dashboard, reports, analysis and correspondence.
- Support the preparation of coordination meetings led by OCHA ROSC
- Provide operational and technical support to hubs in Gaziantep and Damascus
- Support the timely follow up on emblematic incidents (attacks) in Syria. Contribute to maintaining a list of key incidents with the support of OCHA hubs and partners at ROSC level.
Analysis
- Support the Head of Unit in ensuring regular access and other related analysis are conducted in coordination with OCHA hubs and other relevant stakeholders
- Support organization of RAT meetings. Take and disseminate minutes.
- Follow up with OCHA hubs and partners on key inputs.
- Support the organization and roll out of Access Severity analysis.
- Liaise with IM to create relevant access products (including Access Severity)
- Draft as required access analysis narratives
- Follow up on Areas of Influence maps
- Support the RAT in the development of WoS scenarios
- Assist in the collection of relevant information and liaison with humanitarian partners
- Other tasks that may be required perform other duties as required.

Qualifications
Education:
- An advanced university degree (Master's degree or equivalent) in international relations, political science, law, management, or similar specific field of study is required.
- A first-level university degree, or military academy degree with advanced training in relevant area, in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- Two years (with Masters degree) or 4 years (with Bachelor degree) of relevant professional experience in humanitarian affairs, emergency relief management or development work is required.
- Experience in emergency situations (complex emergency or natural disaster) is desirable
- Experience in a humanitarian context within the UN Common System or other comparable international organization is desirable.
- Knowledge of the Syria crisis and the humanitarian assistance provided to Syria is desirable.
- Competency in IM/database is desirable.
Language Requirements:
- Fluency in both English and Arabic is required.
