STANDARD MINIMUM QUALIFICATIONS

Bachelor’s University Degree in Communications, Journalism, Marketing or related
field — International Relations or Political Science or related field is also acceptable if
candidate has communications experience.
7 years of relevant work experience with strong project implementation experience.

ORGANIZATIONAL CONTEXT

The World Food Programme’s Changing Lives Programme Response Strategy provides a medium-term
and coherent high-level vision for the organization’s response to the Global Food Crisis. The Strategy
envisions that, “By 2030, people will have substantially increased access to national social protection
systems that safeguard and foster their ability to meet their food security, nutrition and associated
essential needs, and to manage the risks and shocks they face”. WFP supports social protection systems
through increasing their ability to contribute to food security and nutrition and respond to risks and
shocks. However, WFP’s engagement in social protection remains inadequately documented and
publicized. Furthermore, the internal and external highlighting and positioning of WFP’s vast social
protection knowledge remains ad hoc and opportunistic.

JOB PURPOSE

The Advocacy and Communication Consultant for Social Protection will be hired by PROS Social
Protection Unit and will be based in the CAM team under the guidance of the Head of the Global
Advocacy unit, closely and supported by Social Protection Unit (PRO-S), Global Knowledge and
Learning Manager. The consultant will coordinate its work with both CAM and PRO-S teams to plan
and ensure the operational implementation of advocacy and communications plans and activities for
PRO-S. The consultant is expected to provide high quality project implementation, ensuring accurate,
timely and properly CAM service delivery in line with WFP’s approved narratives and CAM guidelines.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Designs, plans and carries out Communications Advocacy and Marketing Strategies for PRO-S
aligned with WFP’s Narratives and Partnerships and Advocacy goals.
2. Act as a Focal Point for communication strategy delivery between CAM and PRO-S with special
emphasis on communicating project results and lessons learned.
3. Integrates communications and advocacy tools, methods, and goals for social protection.
4. Assurance of effective and efficient implementation of CAM approved Strategies and activities,
resolving issues in a timely and efficient manner.
5. Cooperate with other Divisions to engage with the different CAM Units (Digital, Creative Studio
Media, Marketing, etc.) and OED to maximize impact, ensure quality control, reduce
reputational risk and comply with WFP’s narratives and guidelines (CAM approved
Communications project’s implementation, CAM guidelines, CAM monitoring and evaluation
etc.).
6. Increase social protection’s internal visibility and communicate the rationale behind and the
impact of WFP’s engagement in social protection
7. Create cross-functional linkages between PRO-S and social protection instruments in CBT, FFA,
EME and SF
8. Integrate social protection into the Organizational Changing Lives Agenda
9. Highlight links and synergies between social protection and the Saving Lives Agenda
10. Liaise with Implementing Partners and 3rd party Vendors on CAM project assurance.
11. Ensures that Implementing Partners and 3rd party Vendors of CAM Strategies and activities are
in compliance with WFP’s Narratives rules and regulations.

12. Identify key external events of relevance to position and communicate WFP’s work and agenda
in social protection for governments (in support of priority COs), key donors and strategic
partners (in support of PPR) utilizing the assets curated in the Trello board.
13. Identifies needs and leads the facilitation of meetings and collaborations between CAM and
PRO-S personnel.
14. Synthesis of lessons learnt and best practices.
15. Compile common myths around social protection and create a myth-busting campaign
16. Sound contributions to knowledge and CAM networks and communities of practice, in particular
the social protection one in Yammer.
17. Enable knowledge building by supporting photo and video asset creation missions in
coordination with CAM’s Creative Studio

FUNCTIONAL CAPABILITIES

Technical knowledge of social protection, different national schemes and how UN agencies contribute to the design, implementation or enhancement of these systems
– Familiarity with key debates and approaches in food security and nutrition and in social protection
– General understanding of the global hunger and malnutrition situation, WFP as an organization, and how WFP is addressing food insecurity and malnutrition
– Knowledge of the different forms of malnutrition, challenges in current approaches to addressing malnutrition, and how nutritional needs and vulnerabilities differ across the life cycle and according to intersecting inequalities
