ROLE PURPOSE:
Under the supervision of the Protection Projects Manager, the Technical Project Manager will be responsible for setting up and overseeing the implementation of the 9-month Pilot Child Marriage Project Activities. The project activities will be implemented in close coordination with the Ministry of Education (MoE) and one community-based organization (CBO) in Irbid. The project aims to retain Girls at risk of Child Marriage in school and to empower school staff to recognize and respond to Girls at risk of Child Marriage and raise the awareness of communities about marriage under the age of 18 and its consequences.The role of the Technical Project Manager is to plan, execute, and finalize the project according to strict deadline and within budget. This includes acquiring recourses and coordinating the efforts of team members in order to deliver project according to the plan. S/he will advise project staff concerning relevant issues associated with the progress of the project in order to facilitate any necessary changes in programming in order to meet targets in the timeframe pro jects as best as possible.The Technical Project Manager technical experties and knowledge required in developing SOPs, Training Guideline, Providing Guidance and Quality Check related to: Early Marriage, Child Labor, Case Management, Partnership and Soft Skills training.

KEY AREAS OF ACCOUNTABILITY:
Technical Expertise
- Finalize the detailed implementation plan and the strategic, annual work plans and budgets, and monitor over the life of the projects plan as well as implementing interventions.
- Ensure that the project activities are aligned with the national child protection policy and legislation on child marriage. This includes ensuring that the project activities are designed to prevent child marriage, protect girls at risk of child marriage, and support girls who have been married.
- Work with partners to advocate for the elimination of child marriage and the protection of children's rights.
- Ensure that the project implementation meets the agreed planned milestones.
- Manage field teams and ensure the proper design, implementation and monitoring of project activities and work plan.
- Oversee the provision of overall interventions in the field, and ensure that all activities improve access to quality services provided as part of the design of this project.
- Prepare timely program and donor reports on project activities in compliance with internal Save the Children requirements and any relevant external donor requirements.
- Ensure that all reports and related deliverables including work plans and performance monitoring plans required by JCO programs, donors and other stakeholders are produced according to guidelines/procedures and delivered on time and are of a consistently high quality.
- Ensure all sub grants are implemented properly.
- Identify program supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
- Determine staffing needs according to existing and forthcoming programming, coordinate with the HR team to put in place a sensible phased manpower plan.
- Act as the responsible budget holder for all active grants/awards.
- Work with the Finance department to prepare financial and budgeting requests and ensure the timely planning and reporting of expenditure for projects.
Capacity Building & Organizational Learning
- Ensure timely performance and capacity building for staff under his/her supervision.
- Keep abreast of sector trends, developments and policies, and adapt and promote introduction of new methodologies, innovations and best practices.
- Build the capacity of local organizations to prevent child marriage and protect children. This includes providing training and technical assistance to organizations working on child marriage and child protection.
Representation Advocacy & Networking
- Represent Save the Children and the Project in relevant coordination meetings and meetings with the Government Ministries and other national and international partners.
Monitoring & Evaluation
- Ensure appropriate coordination with Program Development and Quality/MEAL teams for
- Timely data collection for the purposes of MEAL and reporting.
- Training of Field staff on relevant technical approaches used in the project.
- Feedback on TA/MEAL visit reports.
- Ensure tracking of set indicators throughout the implementation cycle and regular reporting on impact, and in coordination with the Monitoring and Evaluation Officer, assist partners in developing appropriate strategies for monitoring and evaluating implemented activities.
- Lead on technical assessments in coordination with other thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.

- Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter, the Red Cross Code of Conduct

Competencies QUALIFICATIONS AND EXPERIENCE
- BA in Social Work, Human Rights, Law, International Relations, Development Studies or similar.
- At least 5 years’ experience in project management and/or development programming.
- Substantial 3- 5 years’ Child Protection experience preferably in child marriage sector.
- Demonstrable knowledge and understanding of Jordanian culture especially related to Child Marriage, Child Protection, gender, family and appropriate approaches that can enhance engagement and attitude/behavior change.
- Ability to identify the main gaps in child protection in the given context to inform a holistic response for children.
- Good knowledge of and experience in using established interagency standards and guidelines in child protection, such as the Interagency Guidelines on Separated and Unaccompanied Children, the Paris Principles, MRM, Save the Children Child Friendly Spaces Handbook, and the Minimum Standards for Child Protection in Humanitarian Settings.
- Excellent planning, management and coordination skills, with the ability to organize a demanding workload comprised of diverse and challenging tasks and responsibilities
- Demonstrated experience in leading assessment activities and of designing, managing, monitoring and evaluating child protection programs in emergencies for international NGOs.
- Excellent oral and written communication skills.
- Excellent English and Arabic language proficiency.
- Computer literate (i.e. Word, Excel, Outlook, Internet Explorer, financial systems)
- Politically and culturally sensitive with qualities of patience, tact and diplomacy
