Organizational Context and Scope

Under the overall supervision of the Senior Resource Management Officer (SRMO), Supply Chain Officer (SCO) in Jordan and direct supervision of the National Supply Chain Officer; and, in collaboration with relevant units at CO, the Sr. Supply Chain Assistant will be responsible and accountable for supporting the management of the supply chain activities in IOM Jordan.

Responsibilities and Accountabilities

  1. Carry out and support coordination of procurement activities in the office, including revision and consolidation of purchase request forms, organization and evaluation of requisition processes and follow-up on purchase orders until the successful delivery of the goods, services or works and timely payment to suppliers.
  2. Assist supervisors in more complex, higher-value purchases, including LTAs establishment
  3. Support the development of procurement plans to analyze data to optimize purchasing power and facilitate the implementation of project activities; Analysis of the purchasing trends and historical records of most commonly purchased items for the purpose of forecasting demand and prepositioning the stock of relief items to reduce procurement lead times
  4. Provide technical guidance to requisitioners and all staff in the office on preparation of specifications and procurement instructions and procedures. Participate in the development, evaluation, and updating of systems and procedures for procurement; suggest areas for improvement and risk-mitigation measures.
  5. Collect data on supply chain operations to analyze purchasing trends, needs, and timelines to make recommendations on LTAs establishment, identify areas of supply chain operations to improve efficiency
  6. Tracking contracts, agreements, and timely notification when agreements are to be expired.
  7. Track LTAs expenditures and timely notify when the established ceiling is to be reached
  8. Prepare monthly reports on the status of the open commitments and further follow up with a team and monitor their timely delivery. Analyze progress toward the achievement of the procurement plans and schedules
  9. Coordinate the maintenance of files with all required documentation and the preparation and timely submission of reports and statistics.

General

  1. Guide, train and may directly supervise staff in the Unit.
  2. Participate in inter-agency procurement working groups when requested.
  3. Perform such other duties as may be assigned.

Required Qualifications and Experience

EDUCATION

  • University degree preferably in Business AdministrationSupply Chain Management, Data analysis or a related field from an accredited academic institution with four years of relevant professional experience; or
  • High school diploma with six years of relevant professional experience
  • Professional certification in CIPS or equivalent is recommended

EXPERIENCE

  • Experience in supply chain area and working with vendors and service providers;
  • Experience with data analysis
  • Experience working with IOM/UN Procurement and Logistics Rules and Procedures is an advantage
  • Experience working in an international organization is an advantage.

SKILLS

  • Excellent mathematical and analytical skills
  • Working knowledge of data analysis and forecasting tools and ability to develop actionable insights from data
  • Interpersonal skills and ability to build and improve trusting relationships
  • Working knowledge of ERP (SAP, Oracle, etc)

Languages

REQUIRED

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in Arabic and English is required (oral and written).
