JOB PURPOSE

The NGO partnership team will be responsible for managing WFP’s relation with NGOs holding a WFP Field Level Agreement. The Unit will be in charge of maintaining and developing WFP effective partnership with national and international NGOs. This includes but does not limit to assuring that FLAs are properly costed, capitalize on NGOs capacities and are attributed in the best interest of WFP and the people it serves. The Programme Policy Officer (NGO Partnership unit) will work under the supervision of the Head of Programme. The incumbent will closely collaborate and actively engage with different activity team leaders within the programme unit and the other relevant units in WFP Bangladesh Country Office.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Develop and negotiate with WFP’s NGOs partners capacity developments plans and mutual learning in support of growing WFP effectiveness and efficiency.
2. Assure regular assessment of WFP cooperating partners, incorporating best practices and corporate assessment tools, cost effectiveness monitoring, including implementing a comparative analysis of their performance (deliverables, quality) ran in collaboration with other Program unit as well as compiling feedback from other UN agencies and international donors.
3. Strengthen WFP strategic partnership with Local and International NGOs that result in improving efficiencies and growing capacities and technical added value of WFP in the field.
4. Advise and support the development of functional training in areas of expertise to enhance the capacity of NGO staff to design and deliver effective programmes.
5. Proactively explore available alternative for WFP NGOs partnership in order enhance competition and ensure that WFP programs benefit from the most effective and cost-efficient options available in the country.
6. In collaboration with other program units and under the guidance of the head of program, lead WFP efforts around NGOs capacity building in strategic working lines.
7. Prepare Expression of Interest (EOI), undertake Request for Proposal (RFP) and grant FLA awards requests, draft grant agreements and subsequent amendments, using the approved templates ensuring that all agreements and amendments are constructed and issued in line with WFP legal and financial rules and regulations.
8. Review FLA budgets and financial reports against approved budgets to provide critical feedback to the implementing partners, program unit and the supervisor. Monitor budgets in FLA proposals and verify their consistency with prevailing market rate, assist in discussion of costs as required.
9. Verify reporting requirements are adhered to and closely liaise with the relevant units. Review payment requests and ensure payments are processed based upon the FLA agreement.
10. Support the Head of Programme in budgeting and forecasting of FLA related expenditures, ensure variances are communicated at early stage.
11. Provide guidance and advice to cooperating partners on FLA related and financial matters in collaboration with relevant units. Resolve operational and process issues related to FLA management.

12. Coordinate the process of operational and financial closure of FLAs and projects. Contributing to the coordination and follow up on the audits of cooperating partners and WFP internal and external audit of programme activities
13. Organize and support cooperating partner capacity development and training in financial and organizational management. Provide guidance to cooperating partners and coordinate with relevant units to ensure their understanding of and compliance with WFP operational guidelines, terms and conditions of the grant agreement and WFP requirements.
14. Actively compile lessons learned and best practices and sharing knowledge and best practices of WFP and cooperating partners on financial and organizational management.
15. Supervise staff under the NGOs Partnership team and strengthen their capacities to improve the overall team performance.
16. Monitor information related to contractual arrangements on audits, inventories, utilization and all such elements in the donor contracts and FLAs.
17. Ensure that all records are collected and maintained in both hard copies and electronic copies for easy reference.
18. Maintain a database and archive of all grants and FLAs related information and documentation of all cooperating partners.
19. Perform any other tasks as required.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

WORK EXPERIENCE: Minimum of five years professional experience in implementing technical programs (i.e. resilience, food assistance, nutrition, etc.).

LANGUAGE: Proficiency in both oral and written communication skills in English.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has implemented the resource mobilisation work plan by delivering specific activities as defined
• Has provided direction to one or more junior staff members within area of expertise
• Has participated and assisted in negotiations for contributions and partnership agreements with donors and host governments, in line with internal policies and external regulations
• Has assisted in drafting resourcing analysis and collaborated with accurate and timely briefs as well as reporting to donors
