ORGANIZATIONAL CONTEXT
This job is for WFP Bangladesh Country Office (CO). Jobholder operates with a degree of independence; usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. The incumbent is responsible for Shock Responsive Social Protection (SRSP) activities and support to programme activities of resilience unit.
JOB PURPOSE
To provide support to policy and programme activities that effectively meet the SRSP assistance needs and will be responsible for strengthening policy- programme linkages, and mobilizing institutional and policy level support, resources, and guidance for the SRSP.
KEY ACCOUNTABILITIES (not all-inclusive)
- Organize functional coordination with the government ministries, departments such as MoDMR, DDM, MoSW to plan and implement the SRSP activities.
- Arrange discussion, consultation, dialogue with the respective officials and orient them adequately on the concept of SRSP and solicit their involvement in planning and implementation of the SRSP activities.
- Assist the capacity assessment and gap analysis activities undertaken by the Country Office, Regional Bureau or Headquarter.
- Support government officials to prepare the standard operating procedures to implement the SRSP and extend technical support to them to organize orientation of the SOPs for different level staff of the departments.
- Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
- Coordinate and organize a common place for the EGPP and MCBP database to facilitate the SRSP support to the beneficiary in a systematic manner; explore systemizing of SRSP cash assistance through G2P
- Lead and organize inception and programme review sessions on SRSP for the government and development partners.
- Develop and coordinate data gathering and monitoring systems; contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders; organize dissemination of the findings, lessons of new resilience innovations at central and regional level.
- Contribute prepare donor reports, study reports, quarterly reports, case studies, social media posts, and publications for SRSP activities.
- Maintain partnerships with government, non-government, private and academia to identify opportunities and initiatives that help to formulate new innovative SRSP interventions.
- Support the capacity building of WFP staff, partners, and national government to prepare for and respond to SRSP assistance needs.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Substantial experience working with government departments, climate and resilience building areas and commitment to evidence-based policy advocacy.
- Experience in facilitating processes to obtain concurrence from GoB on behalf of UN agencies and INGOs.
- Demonstrated skills building and maintaining relationships with governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
- Demonstrated interpersonal and negotiation skills.
STANDARD MINIMUM QUALIFICATIONS
Education: Masters in Social Sciences, International Affairs, Economics, Agriculture, or other field relevant to international development assistance
Experience: Minimum 5 years of professional experience in social development or relevant field.
Language: Excellent oral, written, and analytical communication skills in English and Bengali languages.
