KEY ACCOUNTABILITIES (not all-inclusive)
1. Manage and lead WFP Provincial operations within the area of assignment to ensure the
timely and effective deployment of food assistance to the most vulnerable, the Benazir
Nashonuma programme and other programmes.
2. Position WFP with the Government of Sindh to attract partnerships with the provincial
government in terms of joint programming and project implementation so WFP is recognised as a
partner of choice for the Government of Sindh.
3. Lead the establishment of linkages with Academia, Think Tanks, Technical Institutes, at
Provincial level for WFP positioning.
4. Engage and maintain strategic research upstream policy dialogue to build Government capacity
by evidence generation.
5. Develop Annual Work Plans with Government partners.
6. Coordinate with Country Office to develop cost-effective and sustainable programmes with
short-, medium- and long-term outcomes for the province that align with the objectives of the
Humanitarian Development Nexus (HDN) and Sustainable Development Goals (SDG).
7. Hold accountability for the deployment of Country Office initiatives, policies, and strategies
in the province.
8. Effectively manage the Provincial Office to ensure transparent and efficient people
management and the continued development of a cohesive and high performing team.
9. Ensure efficient use of financial resources for achievement of set objectives with guidance from
the relevant units in the Country Office.
10. Hold accountability for the security of WFP staff, operations, premises, and assets in the
Provincial Office to ensure that WFP security and safety standards are locally set and followed.
Actively participate and contribute to the Area Security Management Team (ASMT).
11. Hold accountability and/or prepare accurate and comprehensive analysis and reports on WFP
operations and performance with regular and timely submission for Country Office review to
identify programme support requirements and inform operational planning and decisions.
12. Lead and motivate a team to ensure a high standard of performance.

Specifically, in support of WFP operations in the areas of emergency response, preparedness,
food security, Resilience, Drought/Flood Management, and Climate Change
1. Support the development and implementation of the food security, Resilience, Drought/Flood
Management, and Climate Change component in line with WFP policies, guidelines, Executive
Board decisions, and directives.
2. Provide support to the development and implementation of livelihood and resilience
programmes, in line with WFP’s policies, guidelines, Executive Board Decisions, and directives.
3. Provide support to integrate activities with Seasonal Livelihood Programming and/or peace and
stabilization initiatives.
4. Collaborate with governments and other partners in identifying where food assistance can be
usefully deployed at the local level and provide support and technical expertise for the
planning, formulation, and implementation of food assistance programmes, including advice
on the context-specific transfer modalities (food, cash, or vouchers).
5. Develop and coordinate data gathering and monitoring systems and conduct timely monitoring
and evaluation activities.
6. Forge and nurture external partnerships to improve assistance packages and support
complementary strategies; identify potential areas for collaborative approaches and initiatives.
7. Develop and sustain liaison with local government authorities, international and local NGOs,
UN agencies, donors, civil society, beneficiaries and other partners and media engaged in the
field of food security.
8. Engage with beneficiaries and inspect storage places and points where WFP commodities are
received, to ensure compliance with WFP policies and that progress is made in the
achievement of project objectives.
STANDARD MINIMUM QUALIFICATIONS
EDUCATION
Advanced University degree in Economics, International Development,
Agriculture, Water, Food Security, Disaster Management, Social Sciences, or another
related field
WORK EXPERIENCE
At least 8 years of post-graduate professional work experience (management of office or
large team (at least 30 people) and in emergency response & preparedness food security,
Resilience, Drought/Flood Management, and Climate Change.
• Has developed, or supported in the development of, complex and multi-discipline work
plans to support the achievement of WFP strategic aims within a broad area
• Has gained substantial experience in complex field operations, preferably in a hardship
duty station or emergency.
• Has field experience via field rotations or working in a sub-office, and through field
postings
• Gained experience of extensively analysing complex political situations, assessing risk
accurately and inputting assessments into Area or Country Office risk assessments
• Gained broader exposure across areas within a function (i.e. policy, programme etc.).
• Has gained experience managing large financial budgets, balancing multiple complex
priorities effectively.
Has experience leading a large, multi-discipline team to ensure the effective delivery of
objectives
• Participated in a complex vendor/government/ partner negotiation in support of Country,
Regional or Functional level strategic plans.
• Participated in a large-scale emergency operation/ development programme.
• Has broad experience with security co-ordination and compound management within a
larger area.
KEY COMPETENCIES
Strong verbal, writing and presentation communications skills.
Knowledge of the UN and its communications work and processes.
LANGUAGE
Fluency (level C) in English language
