STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
National Professional: Fluency (level C) in English language and the duty station’s language, if different.

ORGANIZATIONAL CONTEXT

WFP’s emergency response in Yemen is the agency’s largest anywhere in the world, and is the largest sustained emergency operation in history, providing lifesaving monthly food assistance to 10+ million people most in need. WFP also provides nutrition support to 1.7 million children and mothers and delivers school meals to 850,000 children each day.

JOB PURPOSE

To lead field logistics operations or provide technical support in HQ, partnering with the key supply chain functions to ensure an integrated supply chain approach to meeting the food assistance needs of beneficiaries.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Country Office (CO) Head of Operations and the overall supervision of the Head of Supply Chain, the incumbent shall perform the following duties:

• Supervise and guide the Inventory Management / Commodity Accounting unit (CAU) in the CO. and provide technical guidance and oversight of CAU activities throughout the country inclusive of all area offices (AOs) and country office.
• Ensure adequate Commodity Accounting controls in relation to Logistics Execution Support System (LESS) are in place for all Yemen operation, and regularly monitor compliance; including clear documentation flow, good quality documentation, and accurate, qualitative, and timely data inputs; standard logistics business processes/SOPs have been established and are followed in the CO/AOs.
• Ensure CO/AOs organizes timely and regular Physical count exercises, capturing the physical stock counts, with regular or systematic individual and collective reconciliation (physical Stocks vs. LESS system stocks) per store, warehouse, and date.
• Ensure full and timely compliance to cooperate reporting requirements deadlines (IPSAS Compliance, Annual Closure Reports, Stock reports, unconfirmed deliveries, Commodity age reports, LESS/COMET reconciliation, etc.)
• Ensure Commodity Accounting principles in line with the corporate requirements and standard logistics business processes/SOPs have been established in CO and AOs and are followed.
• Monitor Grant Terminal date of disbursement (TDDs)and liaise with the relevant parties to ensure full compliance with the donors’ requirements, guidelines and restrictions on commodity usage.
• Develop staff capacity by developing and implementing training strategies based on identified training needs of all stakeholders (Logistics, Program, Resource Management, and other key users).
•Provide oversight, guidance, and support to logistics staff performing day-to-day operational activities in the system in line with their duties and responsibilities in CO and all AOs.
• Ensure clear commodity accounting guidance on:
• Project closure and Resource Transfers,
• Loans and or reallocation Management and control
• Commodity status management
• Loss registration and certification
• Work closely with the regional bureau, HQ, any other WFP office handling Yemen stocks and Country Office Supply chain , Budget and Programming, and Program units to ensure that all loans, swaps, repayments, relocations, and diversions are properly recorded and provide regular status to CO Management.
• Verify and endorse reasons for offline transactions using HTS and closely monitor backlog build-up.

OTHER SPECIFIC JOB REQUIREMENTS

As required, guide/support and monitor backlog recovery to bring the system to live operations.

• Liaising with Logistics Officers in the various area offices, reviewing LESS setup with a focus on connectivity, staffing, reporting, warehouse capacities, and utilization.
• Streamline Port Ops ensuring that the Ocean leg of consignments arriving in the CO is available, liaising with relevant units in HQ as required.
• Liaising with the Shipping units in the Area Offices to ensure the full reconciliation of all vessel arrivals and meeting all reporting requirements.
• Ensuring the timely registration of all deliveries and confirmation to Warehouses and/or Cooperating Partners,
• Ensure timely and accurate issuance of Consolidated Delivery Report (CDR) to Transporters and all service providers to support the invoicing process.
• Ensure timely reconciliation of LESS and COMET figures.
• Provide all needed reports, analysis for donors’ or management to enable decision making.
• Perform all duties which are required within the context of the operation.

Technical Assistance and Coordination Actively establishes and maintains networks, leads coordination and the provision of technical assistance, while demonstrating the ability to represent WFP to a broad spectrum of key stakeholders (e.g. providing services, and working with NDMOs/NDMAs).

• Experience evaluating and selecting service providers and third parties.
• Experience identifying transportation operations risks and maintaining documentation on emergency logistics preparedness.
• Experience determining with Supply Chain actors best transport modality/timing and liaising with agents and suppliers to meet deadlines.
• Experience preparing and managing transport and project budgets.
• Experience managing integrated air, sea, and land transport operations.
• Experience supervising professional staff.
• Experience in working in insecure and difficult environments.
• Experience working with interagency partners to assess and coordinate emergency/non-emergency response.

TERMS AND CONDITIONS

This is an International Professional position and is open to all nationalities.​

Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.

The selected candidate will be required to relocate to Sana's, Yemen to take up this assignment.
