Job Title: Accounts Manager
JOB PURPOSE
The Accounts Manager is responsible for overseeing robust financial operations across Syria, Jordan, and Turkey, ensuring alignment with both generally accepted accounting principles and World Vision International's financial policies. This role encompasses oversight in cash management, forecasting, auditing, and the delivery of periodic financial reports. In addition to leading the Accounts team across the three countries, the Accounts Manager also serves as a strategic advisor to the Finance Director and management, providing insights on risk management, internal controls, and overall financial compliance.
MAJOR RESPONSIBILITES
A. Financial Management ,Oversight and Internal Controls.
A.1 Cash Management, Accounting and Reporting
1. Lead and oversee the comprehensive functionality and operations of Cash Management, Accounting, and Reporting for the Syria Response, ensuring compliance with governmental regulatory requirements in Jordan, Turkey, and Syria.
2. Ensure accurate and timely submission of monthly financial reports to the Field Financial Reporting database.
3. Oversee the analysis of balance sheet accounts and reconciliation processes.
4. Facilitate seamless coordination with GC Shared Services (R2R and P2P) regarding accounting and reporting.
5. Foster a customer-oriented approach in all interactions, ensuring timely and efficient responses to queries and concerns.
6. Liaise with the Grants finance team, ensuring alignment in all accounting processes.
A.2 Internal Controls
7. Monitor internal control systems to safeguard financial assets of the organization and ensure accurate financial statements.
8. Periodically review and assess the effectiveness of internal controls, recommending improvements and modifications where necessary.
9. Collaborate with internal and external auditors to ensure effective audits and address any identified deficiencies.
B. Team Leadership, Development, and Interdepartmental Collaboration
1. Provide strategic direction to the finance officers, leading day-to-day operations of the Accounts Team.
2. Cultivate professional growth within the team, emphasizing performance reviews, skill development, mentoring, and succession planning.
3. Champion interdepartmental collaboration, ensuring the Accounts Team works cohesively with other departments to achieve organizational objectives.
4. Engage in professional networking with the Regional/GC finance community, promoting knowledge exchange and best practices.
C. Risk management
1. Lead the finance division's preparation for institutional/global/government audits, ensuring prompt responses and diligent follow-through on recommendations specific to finance.
2. Contribute to financial risk assessments and support the implementation of anti-corruption strategies under the guidance of the Finance Director.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
1. Minimum 5 years’ experience in finance position with medium business/medium NGO/government agency
2. Minimum 5 years’ experience in finance and accounting management position
3. Experience in major donor regulations (US, UK, Canada Governments, GOG, EC/ECHO, UN agencies) is a must.
4. Experience with humanitarian aid in-country is a must.
5. Practical knowledge of financial systems, internal financial controls & procedures and staff management skills
Required Education, training, license, registration, and certification
- Bachelor’s degree in Accounting, Finance or Business Administration, or a related field
- MBA in Finance, MSC in Finance/Accounting/Auditing preferred
ACCA, CIMA or CPA preferred
Preferred Knowledge and Qualifications
- Solid knowledge of accounting principles, financial systems, budget/cash flow monitoring and internal accounting controls.
- Solid knowledge of government grant regulations and financial reporting requirements.
- Ability to solve complex problems and to exercise independent judgment.
- Ability to lead and manage a team.
- Good working knowledge of computerized accounting systems, must be computer literate in Microsoft Office programs.
- Good oral/written and interpersonal skills.
- Ability to work on a cross-cultural environment with a multi-national staff.
- Ability to travel within regionally and internationally

Travel and/or Work Environment Requirement
The position requires ability and willingness to travel domestically and internationally up to 25% of the time.
