Our International Development Group seeks a Senior Marketing and Proposal Specialist to join a diverse and dynamic global team delivering world-class expertise for locally led sustainable development in the Middle East and Africa, Asia-Pacific, Latin America and the Caribbean, and Europe. Founded in 1947, our firm has been a trusted partner in international development since our first assignment in Colombia in 1960.
You will be part of a global legacy and mission-driven team that has improved water and sanitation for health since the 1960s, implemented projects in support of the Middle East Peace Process since the 1970s, cleaned up the toxic legacies of war, designed and built seismic-resistant schools, healthcare facilities, and community centers in the aftermath of devastating earthquakes, enhanced water security and strengthened safety in transportation, and provided full project lifecycle services for renewable energy solutions.
Job Description
As the Senior Marketing and Proposal Specialist, you will play a crucial role in our close-knit, far-flung team, driving the success of our organization by creating client-focused, innovative proposals for international development. You will support client service leaders responsible for business development in the Middle East and Africa, with opportunities in other geographies from time to time.
You will collaborate with a diverse set of stakeholders to create compelling written and visual marketing materials and contribute to the overall growth and visibility of CDM Smith in international development. Your expertise in marketing, communications, and proposal writing will be instrumental in securing funding and partnerships to implement impactful projects globally. You will have opportunities for occasional international travel for work assignments, to support business development and to facilitate client and stakeholder engagement workshops for project delivery.
Responsibilities
Proposal Development
- Lead the development of high-quality proposals for international development projects, including technical proposals, capacity statements, statements of qualifications, concept notes, and expressions of interest.
- Conduct thorough research and analysis to understand project requirements, donor priorities, and competitive landscapes.
- Coordinate and collaborate with cross-functional teams, including subject matter experts, project managers, and finance professionals, to develop comprehensive proposals.
- Write, edit, and review proposal content to ensure clarity, coherence, compliance, and alignment with donor requirements.
- Create compelling graphics, charts, and visuals to enhance proposal presentations.
Relationship Building and Partnership Development
- Identify and cultivate relationships with potential clients, donors, partners, and stakeholders in the international development sector.
- Collaborate with business development teams to identify funding opportunities, analyze Requests for Proposals (RFPs), and develop winning proposal strategies.
- Support pre-bid activities, including partner identification, consortium formation, and subcontractor negotiations.
Marketing Strategy and Execution
- Collaborate with internal teams to develop compelling marketing materials, such as brochures, presentations, case studies, and newsletters.
- Develop and implement marketing strategies to promote the organization's services and expertise in international development.
- Conduct market research to identify new opportunities, target audiences, and emerging trends in the international development sector.
Knowledge Management and Continuous Improvement
- Research, write, and update information for internal database sources, including project descriptions, resumes, and other qualifications materials. Ensure marketing and visual presentation information and files are maintained and up-to-date.
- Stay updated with the latest trends, best practices, and innovations in international development, marketing, and proposal development.
- Capture and document lessons learned from proposal processes to improve future submissions.
- Contribute to the organization's knowledge management systems by organizing and sharing marketing collateral, templates, and resources
Based in Amman, Jordan, in-office or hybrid setting considered. Candidates in other strategic locations such as Beirut, Lebanon or Cairo, Egypt, may be considered.
Minimum Qualifications
- Bachelor’s degree and 6 years of related experience. Equivalent additional directly related experience will be considered in lieu of a degree.
- Excellent command of English grammar and spelling.
- Proficient in MS Office 365, Adobe Creative Suite, and SharePoint applications.
- Demonstrated ability to write clear, concise, and persuasive proposals tailored to a specific audience.
- Ability to organize, negotiate, and drive proposal schedules.
- Ability to work under tight deadlines, handle multiple projects simultaneously, and drive proposal schedules.
- Ability to participate as a contributing member of a multidisciplinary, multicultural, and multigenerational team.
Preferred Qualifications
- Demonstrated knowledge of or experience with bilateral donors, multilateral development banks, and/or implementing partners preferred.
- Bilingual in Arabic and English; fluency in French or German a plus.

Background Check and Drug Testing Information
CDM Smith reserves the right to require background checks including criminal, employment, education, licensure, etc. as well as credit and motor vehicle when applicable for certain positions. In addition, CDM Smith may conduct drug testing for designated positions. Background checks are conducted after an offer of employment has been made in the United States. The timing of when background checks will be conducted on candidates for positions outside the United States will vary based on country statutory law but in no case, will the background check precede an interview. In addition, during employment individuals may be required by CDM Smith or a CDM Smith client to successfully complete additional background checks, including motor vehicle record as well as drug testing.
