GIS Officer

Job Purpose

REACH Yemen is seeking a GIS Officer to provide support to the Early Recovery Unit. Under the supervision of REACH Yemen Research Manager, the REACH GIS Officer is responsible for the processes and outputs related to spatial database management as well as mapping in Yemen. He/she will be responsible for supporting the flood mapping activities as well as collaborating with the partners to verify and share the results. He/she will also support Assessment Officers on data cleaning, processing, and analysis using current data science tools. He/she will manage the rapid production of static maps on targeted crisis and issues as well as utilizing innovative platforms to design interactive maps and dashboards for improved data dissemination and interpretability.

Objectives

  1. Update GIS activities within the Early Recovery Unit
  2. Assist in conducting applied research (e.g. Natural hazard modelling, flood risk management/mapping) by leveraging remote sensing technology.
  3. Assist in enhancing relationships and communication with external stakeholders (cluster, partners, etc.)

Duties and Responsibilities

The REACH GIS officer is responsible of completing the following tasks:

1.Dashboard and Data Dissemination activities

  • Dashboard Maintenance: Regularly update and maintain the existing dashboards within the Yemen mission to ensure accurate and up-to-date information is available to stakeholders.
  • Dashboard Development: Collaborate with relevant teams, including focal points and stakeholders, to understand their requirements and contribute to the development of new dashboards in Arabic.
  • Usability Enhancement: Provide valuable feedback to improve the user-friendliness, visual appeal, and accessibility of REACH's dashboards, making them more informative and engaging.
  • Publication Coordination: Work closely with IMPACT HQ to ensure the timely publication of dashboards on a monthly and quarterly basis, ensuring that they meet quality standards.

2.Technical Support/ Spatial Data Processing & Analysis

  • Technical Solutions: Identify innovative and effective technical solutions to support REACH's partners in utilizing spatial data for their work.
  • Spatial Data Management: Offer technical support to the REACH team regarding the management, organization, and storage of spatial data, ensuring data integrity and accessibility.
  • Methodology Adherence: Lead or assist in components of projects that involve spatial data, ensuring that data collection, processing, and analysis follow established methodologies.

3.GIS activities

  • Spatial Data Processing: Transform raw spatial data into a format suitable for use in dashboards, map products, and other spatial analysis activities.
  • Mapping Tool Design: Collaborate in the design of interactive mapping tools that enhance data visualization and help stakeholders better understand geographic information.
  • Map Production: Produce high-quality maps that effectively communicate information for various REACH program products, making them visually impactful and informative.
  • Spatial Analysis: Contribute to spatial analysis activities, helping to extract meaningful insights from geographical data that support decision-making.

4.Flood Mapping activities

  • Hydraulic Modeling Support: Assist in running 2D hydraulic models that simulate flood depth, extent, velocity, and hazard, contributing to understanding flood risks.

· Dataset Preparation: Prepare the necessary datasets required to run hydraulic models in tools like HEC-RAS and HEC-HMS, ensuring data accuracy and completeness.

5.External relations

  • Information Response: Respond promptly to information requests from REACH and its partners, providing accurate and relevant spatial data as needed.
  • Interactions and Reporting: Maintain regular interactions with key Information Management (IM) partners, including cluster lead agencies, UN agencies, NGOs, and technical partners, ensuring open communication and timely reporting.
  • Requests Handling: Address information/mapping requests from REACH partners in Yemen, providing the required spatial data and mapping support.

6.General Responsibilities:

  • Data Confidentiality: Maintain the strictest confidentiality of all data and processes, ensuring that sensitive information is safeguarded and shared only with authorized individuals.
  • Unauthorized Sharing Prevention: Take active measures to prevent unauthorized sharing of information and data, adhering to data protection and security policies.
  • Continuous Learning: Stay updated on GIS trends, technologies, and best practices to enhance skills and ensure the effective use of spatial data in REACH's work.

Skills

  • Fluency of English and Arabic is mandatory.
  • Bachelor’s degree in GIS, Geomatics Engineering, Data Science, Information System/Management, Geography, or related disciplines.
  • 1 – 2 years of experience in GIS and Information Management, preferably in the humanitarian context.
  • Previous experience with industry standard mapping tools, ESRI products.
  • Experience with interactive dashboard platforms like Power Bi
  • Good organizational, communication and interpersonal skills.
  • Ability to think creatively in terms of tool and process development.
  • Ability to operate in a cross-cultural environment requiring flexibility.
  • Flexibility and adaptability to ever-changing needs and responsibilities.
  • Familiarity with the aid system and understanding of donor and governmental requirements is an asset.
  • Ability to work independently.

Desirable

  • Remote sensing and raster data manipulation and analysis experience (i.e., Google Earth Engine).
  • Knowledge of 2D flow hydraulic modelling using HEC-RAS.
  • Knowledge of data management and analysis using R and/or knowledge of other analytical software (e.g., Tableau).
  • Prior knowledge of the region.
