To ensure effective financial management and reporting within Jordan programme.

JOB PURPOSE: To be responsible and accountable for the day-to-day operation related to a defined accounting area.

No cash budget responsibility

DIMENSIONS OF THE ROLE

To work closely with camp manager and Finance Manager to ensure that the Jordan Programme

office maintains a high standard of accounting and financial control and to be responsible for the efficient

management of all finances.

KEY RESPONSIBILITIES

New proposal Development

  • Assist programme Managers and Officers prepare project budgets and proposals and
  • provide programme with advices on donor regulations and proper donor budget formats.
  • Under the guidance of the Country Finance Manager, conduct a thorough preparation of new budgets and existing project budget revisions ensuring that all costs are covered and are not under over budgeted.
  • To be responsible and accountable for the day-to-day operation related to a defined accounting area.

Contracts Management & Reporting

  • Under the guidance of the Country Finance Manager, prepare the monthly Cost Allocation of all support costs.
  • Provide support and feedback to budget holders on all questions regarding the budget monitoring sheets.
  • In compliance with donor requirements, propose adjustment entries on monthly basis based on the budget holders' feedback.
  • Prepare the new budget line coding (C codes) for each new grant.
  • Respond to donor's queries, requirements as needed. I.e. projects forecast, payment requests.
  • Prepare monthly budget variance report in donor format and currency and discuss the same with budget holders to take correction action.
  • Discuss with Project Managers during the monthly finance report meeting reasons for budget variances and implement the actions needed to correct them,
  • Coordinate with country office funding team and closely monitor OPAL ledger.
  • Prepares donor financial reports for review by management and submission to the donors.
  • Ensure all financial reports being submitted are timely, complete and accurate.
  • Provide information to funding team, on financial transactions and other queries.
  • Provide input and analysis required by Programme Managers and Officers to monitor and report on financial activities of their projects.
  • In collaboration with the partnership unit, reflect reviewed and approved partner's expenditures on donor's financial reports.

Staff Training and other duties

  • Assist the Country Finance Manager to Provide coaching and training on donor grant requirements as needed.
  • Liaise with Logs, HR, and finance to ensure donor compliance.
  • Build the capacity and advise Programme Officers and Managers on financial compliance requirements.
  • Facilitate all donor audits and follow through on effective and timely resolution of matters arising.
  • Ensure auditors get all financial information they need.
  • Validate Requisition Orders on Helios.
  • Any other responsibility or task that may be assigned by your line manager.

Experience, Knowledge & Competencies

Essentials

For this role, you will need to model Oxfam’s feminist leadership approach so we have selected the most relevant feminist leadership practices which we will use for assessment purposes (which you can read more about here):

  • 3 to 5 years of experience in Finance/Accounting g including two (2) years' experience in donor's budgeting and reporting.
  • Bachelor's degree in Finance/Accounting.
  • Manages resources and deadlines with minimum supervision.

  • Ability to speak, read, write and work in Arabic and English
  • Proven experience working in a similar role
