KEY ACCOUNTABILITIES (not all-inclusive)

WFP Cox’s Bazar is looking for Bangladeshi Nationals to fill the function of Programme Assistant-(M&E) at the SC level for 12 months with the possibility of extension, based in Cox’s Bazar, Bangladesh.Under the overall guidance and supervision of the Head of M&E, the Monitoring Assistant (Monitoring and Evaluation) will be responsible for the following duties:

  • Assist in compiling monthly beneficiary and food utilization statistics. Verify the planned movements and distribution of food or non-food assistance through on-site monitoring of distribution sites, reporting issues or discrepancies for timely resolution of problems and ensuring that the quantities distributed, and the quality of the operation are in line with WFP standards.
  • Organize and undertake daily field monitoring visits according to monitoring plans and schedules for nutrition Malnutrition Prevention Treatment Programme activities to monitor the quality of programme delivery and processes as per checklists or questionnaires.
  • Conduct quantitative and qualitative data collection activities, such as household-level interviews, distribution monitoring, beneficiary contact monitoring, focus group discussions, key informant interviews, case studies etc. to ensure the availability of outcome and process monitoring data for WFP nutrition programmes in Cox’s Bazar in compliance with minimum monitoring requirements and including recommended follow-up actions to ensure program goals are achieved. Ensure follow-up actions are implemented on a timely basis.
  • Produce regular reports to document programme implementation and monitoring observations and follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required.
  • Collate programme monitoring data following clear direction by the M&E Officer, to support programme reviews and informative decision-making.
  • Liaise with cooperating partners and internal counterparts to gather relevant information, feedback, and comments to support programme reviews and improve the delivery of services.
  • Receive, collate and document/report comments and feedback from cooperating partners and beneficiaries to support identifying programmatic issues with a view to fostering efficient operations.
  • Provide guidance for cooperating partners on WFP operational practices, monitoring tools and methods to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas.
  • Prepare detailed monitoring plans, case studies, qualitative and quantitative reports based on field monitoring findings on context, process and outcomes, including recommended follow-up actions to ensure program goals are achieved. Ensure follow-up actions are implemented on a timely basis.
  • Support maintaining records of monitoring plans, reports, and data from programme units, such as monthly distribution reports, outcome monitoring data and process monitoring information, in order to ensure timely and regular reporting on the implementation of activities to inform decision-making on programme design.
  • Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.
  • Follow set emergency response processes and procedures for emergency food assistance.
  • Any other tasks as required.

OTHER SPECIFIC JOB REQUIREMENTS

  • Familiarity with the special context of refugee camps and makeshift sites in Cox’s Bazar.
  • Knowledge of the spoken Rohingya language is required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has experience in onsite monitoring, collecting programme output and outcome data, quantitative and qualitative data collection, such as household-level interviews and focus group discussions, in-depth interviews, and reporting findings in humanitarian/development contexts.
  • Has experience utilizing digital data collection tools (Kobo, ODK, Survey CTO etc)
  • Basic computer skills (Microsoft Office Package)• Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders.
  • Has experience utilizing WFP monitoring and evaluation systems and standards.

STANDARD MINIMUM QUALIFICATIONS

Education: Minimum Bachelor’s degree in Nutrition, Food Security. Having a master’s degree will be an added value.

Experience: At least five years of progressive experience in Monitoring & Evaluation, programme and project implementation. Including knowledge in project/programme planning, coordination and implementation. Monitoring experience in nutrition-specific and nutrition-sensitive programmes.

Knowledge & Skills: A basic understanding of the Monitoring and Evaluation, Nutrition programme, reporting, data analysis and accountability will be required.

Language: Fluency in spoken Rohingya language; fluency in both oral and written communication in English and Bangla.
