JOB PURPOSE
Pursuant to the procurement business review and the procurement strategy which focuses on talent management, The Procurement Branch within the Supply Chain Division (SCOP) is seeking to conduct a comprehensive workforce analysis and staff mapping exercise.
Under the supervision of the Chief of Procurement and working closely with Supply Chain Workforce Management (SCOW) and HR counterparts, the consultant will be responsible for delivering a comprehensive analysis of the Procurement workforce and staffing trends, gaps, and needs to inform and strengthen workforce management and strengthen existing corporate recruitment and capacity strengthening initiatives.
Due to the nature of the work, the consultant should have high-level HR and workforce planning expertise, and a solid understanding of large-scale humanitarian operations.
KEY RESPONSIBILITIES (not all-inclusive)
Workforce Mapping & Analysis
- Launch and manage a comprehensive workforce analysis and mapping exercise of the global Procurement Workforce in close collaboration with Procurement Managers at HQ and in the field, and SCOW and HR counterparts;
- Develop a consolidated matrix and database for the global procurement workforce with data on types of Procurement operations and volumes of purchase, staffing structure, Terms of References (TORs), skills, competencies, levels, and responsibilities, aligning with ongoing corporate processes and available systems;
- Review current ToRs across the Procurement function and develop a consolidated matrix of roles, functions, competencies, skills, and experience for different contract types and levels;
- Develop and propose a strategy for ‘right-size’ (Target Operating Model) Procurement profiles in Country Offices, Regional Bureaus, and HQ;
- Analyse trends, gaps, and needs related to the procurement workforce to inform strategic planning, while ensuring alignment with existing corporate HR and Supply Chain workforce management initiatives;
Workforce Strategy
- As required, support the Procurement Unit with routine management of the unit’s HR requirements including support with generation of ToRs, monitoring of progress with recruitment and extension processes, and follow-up on PACE status;
- Develop a standard package of Procurement TORs for different contract types and levels in close coordination with HR and Supply Chain Workforce Management (SCOW) counterparts;
- Based on market research and applying recommendations from the recent Procurement Business Process Review (BPR), propose the creation of positions within Procurement not currently available in WFP;
- Act as the focal point for the Procurement Unit responsible for the organization and management of best-practice recruitment processes in-line with corporate HR policy and SCOW guidance;
- Act as the focal point for Learning & Professional Development and Knowledge Management in-line with Supply Chain Workforce Management initiatives and corporate policy;
Support related to Deployments and Field Operations
- Support the SCOW deployment focal point in expanding the pool of Procurement profiles;
- If required, propose candidates to the SCOW deployment focal point to address staffing needs.
DELIVERABLES
- Deliver a comprehensive report based on an analysis of the current Procurement Workforce linked to volumes of purchase and type of operations.
- Complete accurate mapping of Procurement profiles, compliant and aligned with corporate systems.
- Present a comprehensive Procurement staffing gaps and needs analysis.
- Recommend a right size/Target Operating Model between volume of purchase and level of staffing.
STANDARD MINIMUM REQUIREMENTS
Education
- Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology, Development Economics, Public Administration, International Relations or other relevant fields, or First University degree with additional years of related work experience or trainings/courses.
Experience
- Five or more years of postgraduate professional experience in Human Resources or Business Administration with an interest in international humanitarian development.
Knowledge and Skills
Specialised knowledge of HR best practices, techniques, and processes with some understanding of the basic theoretical background.
Knowledge and experience of working in Supply Chain or Procurement is desirable.
Ability to supervise and support more junior and/or less experienced members of the team.
Ability to work with minimal supervision.
Ability to analyze data, draw conclusions and recommend a course of action.
Good communication skills required to give and receive information and work with a variety of individuals.
Ability to establish and maintain effective relationships with clients and provide client-oriented service.
Ability to identify client’s needs and match them to appropriate solutions.
Language
- Fluency (level C) in English language. Knowledge of a second UN language is desirable.
