BACKGROUND AND PURPOSE OF ASSIGNMENT

The United Nations World Food Programme (WFP) is the 2020 Nobel Peace Prize Laureate. WFP is the world’s largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters, and the impact of climate change. In the Philippines, WFP is evolving. Initially commencing operations in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, provide lifesaving food assistance in emergencies and develop programmes that seek to improve nutrition and the overall quality of life of vulnerable people. Social and behavior change (SBC) is a growing portfolio in WFP and is increasingly thriving as a cross-cutting activity across its responses to humanitarian and development needs. The WFP Philippines Country Office (CO) is looking for one Program Associate for Social and Behavior Change.

ORGANIZATIONAL CONTEXT

Framed within its Country Strategic Plan, WFP provides technical support to the national and regional governments to ensure that Filipinos are better able to meet their urgent food and nutrition needs in times of crisis and that their resilience is strengthened through improved and sustainable livelihoods. WFP’s support takes on multiple dimensions. WFP provides nutrition-sensitive emergency food assistance and restores assets. The organization strengthens and augments the government’s as well as partners’ emergency preparedness capacities, including improving their supply chains and emergency telecommunications. WFP also provides integrated resilience-building activities and supports the government in managing climate- and conflict-related risks. In addition, WFP reinforces the government’s social protection systems and, where required, provides integrated food and nutrition assistance and other on-demand services to poor and food insecure communities. Social and behavior change communication (SBCC) has been instrumental in WFP’s strategy.

Social and behavior change communication (SBCC) is a set of communications approaches, activities, or tools. The objective of the context-specific communications intervention is to positively enable behavior change. Because SBCC is socioecological, it goes beyond the knowledge, attitudes, and practices of the targeted individual, such as the pregnant woman or lactating mother. Behavior is contextual. The communications interventions therefore also target interpersonal influences, such as the behavior of the spouse or extended family in the household; organizational factors, such as health clinics and civil society organizations accessible to the mother; community characteristics, such as language, religion, and cultural values; as well as the policy environment, including local and national food and nutrition-related policies. SBCC uses an integrated approach to enable systemic changes.

JOB PURPOSE

The Programme Associate (SBC) will provide technical and administrative support in the implementation of the SBC portfolio. This portfolio has included food and nutrition-related behaviors among pregnant and breastfeeding women, caring and feeding practices of households, livelihood among farmers and fisherfolks, and rice fortification. It is expanding towards school meals and home-grown school feeding as well as food voucher. The Programme Associate supports in these activities. The Programme Associate (SBC) will work under the supervision of the Programme Policy Officer for Social and Behavior Change, with guidance from the Head of Programme.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Programme Policy Officer for SBC, the Programme Associate will be responsible and accountable for:

  1. Support in the SBC strategy planning, capacity strengthening, and communications campaign of a food voucher programme with the Department of Social Welfare and Development (DSWD)
  2. Support in other planning and implementation of SBC activities in the CO, BARMM, and other target areas.
  3. Support in the development of projects, activities, and processes that are aligned with CO strategic objectives and national policies.
  4. Provide support to the Cotabato Sub-Office (SO) in the implementation of SBC activities.
  5. Coordinate with various stakeholders and liaise with relevant implementing partners and local authorities.
  6. Coordinate with research firms, media/communications firms, or other groups tasked to develop, plan, and implement SBC formative research, creative package, and campaign implementation.
  7. Assist in accurate, timely information and knowledge management, including key data points for collection and analysis.
  8. Build and cultivate strategic relationships at the community level, with government, and with other partners in ways that lead to increased impact and local ownership of SBC activities.
  9. Participate in internal and external meetings as well as relevant trainings or workshops, to ensure SBC integration in plans and activities.
  10. Coordinate with the Nutrition Program Policy Officer (Activity 2 Manager) and with the Nutrition Programme Associate to ensure synergy with strategic objectives.
  11. Coordinate with the various departments or units in the CO and SO to ensure full compliance with WFP’s policies, procedures, and standards.
  12. Perform other related responsibilities and tasks, as required.

ESSENTIAL MINIMUM QUALIFICATIONS AND EXPERIENCE

Education: Completion of secondary education. A bachelor’s degree in social or behavioural sciences, public health, nutrition, development studies, communications or other equivalent levels of related degree is an advantage.

Experience: At least six (6) years or professional experience in a unit or department of a public or private sector responsible for project management, coordination, strategic planning, and programme implementation.

Technical knowledge and skills:

  • Knowledge of strategic planning, policy formulation and analysis, project management, and monitoring and evaluation systems as well as a high level of analytical, research capability and excellent interpersonal, writing, and oral presentation skills.
  • Experience in implementing technical programs or projects.
  • Experience in policy discussions and decisions.

Language: Fluency in oral and written English and Filipino.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Excellent interpersonal skills, including strong professional communication and facilitation skills.
  • Experience working in Philippine government units or departments is advantageous.
  • Demonstrative sensitivity to local cultural knowledge, attitude, practices, and beliefs.
  • In-depth knowledge of project management cycle.
  • Experience with capacity strengthening, from development of training modules to facilitation of large group workshops, seminars, or trainings.
  • Knowledge on formative research methods, including quantitative, qualitative, and mixed methods.
  • Strong analytical and writing skills.
  • Ability to work within tight deadlines and manage multiple tasks simultaneously and independently.
  • Proven ability to conceptualize, develop, plan, and manage project activities.
  • Demonstrated leadership and teamwork skills, including good analytical, negotiation, and advocacy skills.
  • Ability to work in a team and establish effective, empathic working relationships with people of different diverse backgrounds and identities.
  • Advanced computer skills with mastery of Windows and Microsoft Office.

REMUNERATION PACKAGE
