JOB PURPOSE

The activity manager will be responsible to follow up the above achievements in collaboration with the relevant counterpart, partners, and other concerned UN agencies. She/He will also support SO3 activities achievements. This position plays a key role in HIV/TB nutrition assistance implementation, providing technical and operational support to Country Office ,Field Office Programme, and cooperating partners implementation.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Head of Nutrition and overall supervision of the Head of Programme in WFP Country Office in Nay Pyi Taw, the incumbent will perform the following duties:-

  • Manage the implementation of nutrition projects and activities, in charge of HIV/TB nutrition assistance implementation activities
  • Plan and design the activity programme, including planning outputs and resource requirements, together with relevant partners. Integrate cross-cutting themes as appropriate (e.g. gender).
  • Review proposals from the implementation partners and negotiations with partners and the field office collaborate with WFP’s Field Offices (FOs) and the implementation partners to ensure the implementation of an effective programme and budget and implementation planning negotiations with partners and the field office for the field level agreement.
  • Involve in the selection of transfer modalities/mechanisms for nutrition assistance programme
  • Involve in pipeline management/CBT management for food/cash modality by coordination with Budget and Programming Unit, Supply Chain, CBT team, FSU, and Field offices
  • Regularly review the quarterly and monthly distribution plan Vs actual distribution
  • Manage the activity programme’s budget, monitoring expenditures against outputs as the programme progresses.
  • Regularly monitor and review of the County Office, Filed Office pipeline status
  • Expandthe implementation if the resource is available and regular reporting to the management about the resource situation
  • Adjust implementation cost/food transfer cost/CBT transfer cost based on the actual current implementation by checking the financial report, FTC analysis etc
  • Reflect the update trend of beneficiary, MT, cash-based transfer budget in the Budget Revision (BR) and implementation exercise
  • Track performance of projects contributing to the outcomes, collaborating with VAM and M&E on monitoring of impact delivery.

  • Engage in resource mobilization efforts for the activity and coordinate with the PCR unit for fundraising and reporting; (e.g. preparing proposals, raising funds, etc.)
  • Develop and manage partnerships with external partners, including the UN, and implementing partners (incl. evaluation of implementing partners).
  • Identify and analyze risks and mitigation measures related to the activity implementation. Carry out risk management actions.
  • WFP is part of the Myanmar UNAIDS joint team. Provide implementation support for UNJOINT Activity.
  • Collaborate with other nutrition programme and emergency nutrition assistance programme, based on resource availability and situation.
  • Involve in the development of SOPs, guidelines, and IEC materials, especially for the HIV/TB nutrition programme
  • Conduct capacity building activities to filed office focal, WFP’s implementation partners to prepare for and respond nutrition programme

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Health/ Nutrition, Development or another related field, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

  • Minimum seven years of working experience after completion of the first university degree with five years of professional experience in humanitarian operations including health (HIV & TB) and/or nutrition programme, Programme & Policy, Project/Programme Management including coordination with internal and external stakeholders.
  • Excellent knowledge of WFP’s procedure and policy, nutrition programme, modalities, including associated budget revision process.
  • Strong understanding of WFP’s corporate planning processes at HQ, RB, and CO level
  • Familiarity with the WFP technical tools used for activity management and reporting, including WFP’s financial and budget management and reporting frameworks, WINGS, IRM, COMET, etc.

Additional experience in following functional capabilities is an advantage.

  • Programme Lifecycle & Nutrition Assistance: Demonstrates ability to identify key variables and contextual factors for the targeted nutrition programme throughout the lifecycle .
  • Transfer Modalities (Food, Cash, Vouchers): Ability to analyze and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.
  • Broad Knowledge of Specialized areas (i.e., nutrition, VAM, etc.): ability to interpret basic data in the context of WFP specialized fields to contribute to technical programme design, implementation, and monitoring.
  • Emergency Programming: provide inputs into the development, implementation, and realignment of high-quality emergency programmes.
  • Experience working with wider and various range of stakeholders relating to nutrition
