Skills Development Officer
ABOUT RI: Relief International specializes in relief and development programs that benefit people in acute distress. A registered non-profit in the US, UK, France and Belgium, our work targets those fragile countries or communities that suffer from recurrent man-made or natural crises that impede human development. The people that we serve live in seventeen countries across the Middle East, Africa, and Asia where the debilitating effects of political instability, forced displacement, and natural disasters are pervasive. Often, RI is the only organization providing healthcare, education, logistics, energy, capacity building, economic development, sanitation, and many other forms of assistance to these highly vulnerable communities.
ESSENTIAL DUTIES And RESPONSIBILITIES:
- Under the supervision of the Livelihoods Project Coordinator the Skills Development Officer is responsible for supervising the day-to-day operations of vocational training, career counseling and apprenticeship/Work Based Learning activities.
- Monitoring the delivery of apprenticeship/Work Based Learning activities targeted areas; and preparing individuals for an effective job search by connecting them with part-time, and fulltime employment opportunities.
- Develop a comprehensive career counseling curriculum and provide training to the career development assistants on delivering the curriculum.
- Monitor the delivery of group counseling sessions that will help individuals make informed career decisions.
- Lead the mapping process to identify potential employers and apprenticeship opportunities in the targeted areas.
- Assist and guide individuals through occupational exploration and the career decision-making process.
- Establish and maintain contact and productive working relationships with community representatives, local and international organizations, jobseekers/beneficiaries and employers as related to life skill development.
- Assist in designing intervention and monitoring the resources of skills and job promotion development components, prepare budget estimates and expenditure forecasts in relation to planned activities and making recommendations for remedial action. Identify potential problems, propose solutions and actions.
- Support strategies to meet job placement targets through labor market-oriented solutions and assist with the implementation of internship schemes for short- and long-term employment opportunities.
- Ensure that all skills building-related interventions are in compliance with international norms and standards, national laws and policies, technical standards and organizational policies;
reserved. - Plan, coordinate and implement TVET and internship activities following the methodologies set by the Livelihood department respecting the administrative, logistical and communication procedures.
- Determine appropriate assessments and interventions required to assist individuals in achieving their career goals.
- Develop program tools and standard operations procedures SOP following the sector guidance.
- The Job holder should avoid going into any work-related communication which might jeopardize the relationship of RI with any party.
- The job holder should demonstrate a high level of cultural sensitivity, professionalism, politeness, and objectivity when dealing with the people we serve and all internal/external parties under all circumstances.
Work Coordination:
Internal direct reporting, dotted line work coordination and external coordination
The Job holder reports directly to the Livelihoods Project Coordinator

Working Conditions / Operating Environment
The job holder will be part of the team members who will be located at the RI Country office in Amman However, frequent field visits to Azraq and Zaatari is an integral part of the job -description.

Qualifications and Requirements:
- BA/S or equivalent in Social Sciences, business, community development, or any other relevant university degree.
- A minimum of Three years experiences in livelihoods, vocational training and job counselling activities.
- Demonstrate attention to detail; ability to follow procedures, meet deadlines and work independently as well as cooperatively with team members.
- Ability to best represent RI in meetings and workshops.
- Excellent interpersonal skills and has ability to work effectively with others in a cross-cultural and fragile environment.
- Self-motivated and initiative taker.
- Good report writing skills.
- Very Good in English speaking and writing
- Excellent skills related to Microsoft Office.
