Monitoring, Evalu, Accountability, and Learning Coordinator (MEAL Coordinator)

Often, RI is the only organization providing healthcare, education, logistics, energy, capacity building, economic development, sanitation, and many other forms of assistance to these highly vulnerable communities.
Position Summary:
Under the supervision of the Country Director, and technical support from the Regional MEAL Manager, the MEAL Coordinator is responsible to organize all monitoring and information streams to support in developing and rolling out the overall RI Jordan MEAL strategy for collecting, aggregating, analyzing, and using information and data to produce high quality and consistent reports. He or she will be responsible to develop and determining suitable systematic MEAL approaches and applying them to improve the quality of projects and activities at all levels in consultation and coordination with program staff. The incumbent will bring significant experience and fresh ideas to lead and improve the RI MEAL systems in place. S/He has a good track record of technically leading MEAL budgeting, recruitment, and in developing M&E plans plus log frames in line with donor requirements.
The MEAL Coordinator will assist in rolling out and adopting the RI-MEAL database, using the LogAlto platform. The MEAL Coordinator will support this process through in-person training, remote support post-training, and be the subject matter expert for visualizations of the data in PowerBI. For this portion of their work, the MEAL Coordinator will report to the Country Director.
ESSENTIAL DUTIES And RESPONSIBILITIES:
1- Develop data collection tools, methodologies, and systems for effective cross-cutting information collection from all RI programs
- Design appropriate data collection tools, methodologies, and samples to conduct assessments/evaluations.
- Support and work closely with Grants and Program teams to harmonize and standardize M&E plan, indicators, and data collection methodologies and analysis.
- Liaise with program staff to ensure close coordination and information sharing is maintained and information needs are being met.
- Train RI staff and partners (when applicable) on program monitoring and data collection tools.
- Identify budget needs for MEAL /IM activities to ensure gaps are addressed during the budget development phase and throughout implementation.
- Coordinate and lead rapid assessments with prompt analysis and dissemination among stakeholders.
- Oversee information being received through RI’s feedback and complaints mechanism from the field is being addressed by program teams, in coordination with the accountability focal point.
- Lead in designing and coordinating high-quality communication of data for all donor reports and other communication materials, as needed.
- Oversee implementation of external evaluations and third-party monitoring, ensuring that TPM or evaluation service providers receive appropriate support, and overseeing the quality of the work.
- Ensure data at the country level is accurate and useable for reporting and decision making.
- Review, verify, and update collected data in central databases in coordination with the Program Team
- Ensure the accuracy of collected data and the proper link between field data and databases.
- Provide regular technical oversight on IM and use the appropriated tools for data quality assurance and accuracy.
- Design and lead the internal periodic internal Data Quality Assessments (DQA) in line with data quality dimensions like Validity, Accuracy, Reliability, Precision, Integrity, and timeliness of data.
- Ensure RI data sharing principles/policy are adhered to by all MEAL staff members, and foster an environment of adhering to these principles and policy among the team members.
- Provide program and management teams with regular reports on accomplishments, successes, lessons learned, and other information that is helpful in decision-making.
- Act as a point of contact between implementing partners, the RI office, and external stakeholders.
- Assist in identifying and implementing training needs for local and partner staff where appropriate.
- Coordinate with other departments to ensure all potential data collection needs are addressed.
- Liaise with RI and third-party field teams to brief them on upcoming activities, methodologies, and research tools.

- Work collaboratively with the Global Safeguarding Manager to advocate for the inclusion of safeguarding activities and resources within the program.
- Ability to demonstrate knowledge of donor requirements of safeguarding standards and protection from exploitation and abuse.

Qualifications and Requirements:
- University degree (master’s preferred) in Statistics, Data Management, Computer Science, Mathematics, Social Science
- A minimum of three years of experience in working in a relief or development INGO in a similar role. Previous Experience in MEAL,
- Knowledge of at least one case or information management platform, like Kobo Toolbox or Impact Atlas.
- Strong knowledge of Microsoft Excel.
- Basic data analysis, preferably using statistical analysis software like STATA or SPSS
- Previous experience in accountability.
- Ability to communicate key information in an easy-to-understand, informative and collaborative manner.
- Ability and previous experience using information management systems to enter and monitor accountability or MEAL-related data.
- Good contextual knowledge of local community and social/cultural constraints, realities, and organizational relationships.
- Strong organization, planning, and time management skills.
- Genuine care and respect for needs of others, practically vulnerable populations with a strong belief in empowering marginalized and disenfranchised people.
- High integrity and willingness to conduct herhimself transparently and open to scrutiny.
- Full professional proficiency in Arabic and English**
