POSITION SUMMARY:

The HR Officer will implement HR policies and procedures, ensuring compliance with Blumont & the Donor rules and regulations. The HR Officer collaborates closely with the Project Manager and the HR manager to facilitate and support the CfW worker's HR-related requirements, processes, and issues. He/She will support the project manager in identifying recruitment requirements and facilitating selection. The HR Officer provides information and assistance to staff and supervisors on HR and work-related matters. He/She to conduct training sessions on Blumont/Donor policies and procedures and follow up on staff timesheets. The HR Officer also manages staff contracts, conducts induction and orientation processes, and assists in CFWs rotation and payment.

KEY AREAS OF ACCOUNTABLITY

  • The Human Resource Officer works on implementation of BLUMONT HR policies and procedures and ensures that all Administrative activities are conducted in accordance with BLUMONT Rules and Regulations.
  • HR Officer Works closely with various departments provides support to supervisors and staff to develop the skills and capacity of staff.
  • Monitor staff performance and attendance activities
  • In partnership with program and management staff, identify recruitment requirement needs and facilitates the selection process in order to ensure that transparent, timely, organized and comprehensive procedure is used to hire staff and CFWs. This includes support in developing job descriptions, preparing job adverts, checking application forms( Longlisting), interviewing and selecting candidates under the leadership of the hiring managers.
  • Provide information and assistance to staff, supervisors and Council on human resource and work related issues.
  • Ensure that any changes on pay and other remuneration issues, including promotion and benefits are communicated properly to staff and in timely manner.
  • Might be requested to take part of the regular salary reviews and performance evaluations.
  • Maintaining well organized employees and CFWs records. Ensure personnel files are up to date and secure.
  • Issue staff and CFWs official letters and documents (Experience letter, Change letter, Employment Proof ..)
  • Conduct training session on Blumont policies and procedures such as (Code of conduct, Time keeping policy, human trafficking, Harassment and PSEA along with all USAID AND UNHCR polices).
  • Follow up on staff Timesheets on monthly basis, by sending reminders to submit on time, review and verify all staff timesheets before submitting to Finance Department on monthly basis.
  • Payroll: Ensure tracking of leave days/absences and coordinate with Finance department to ensure accuracy of monthly payroll when sending the monthly payroll updates.
  • Ensure induction, orientation, performance reviews and exit procedures are conducted for all staff as required.
  • Issue and manage staff and CFWs contracts, renewals, and extensions and maintain central filing system for all personnel records.
  • Assist in CFWs rotation process and payment.
  • Assist and lead establishment of new and improvement of the existing personnel related systems.
  • Assist HR team in Amman office with any HR Transaction needed.
  • Other duties as assigned.

QUALIFICATIONS:

  • University Degree in business Administration or any related field.

EXPERIENCE and SKILLS

  • Minimum of 2 years’ experience.
  • Excellent interpersonal and communication skills.
  • Ability to work in a multicultural context as a flexible and a respectful team player.
  • Excellent organizational skills and ability to determine priorities and meet deadlines.
  • Ability to work independently and accurately in a fast-paced environment.
  • Advanced computer literacy; MS Word, Excel and email applications are preferable.
  • Fluent in written and spoken English and Arabic.
  • Highest degree of personal and professional integrity.
